Industry Update: Constellation Energy's Strategic Expansion Constellation Energy Corp., the largest owner of nuclear power plants in the U.S., is set to significantly enhance its capacity without building new facilities. Vistra in Discussions with Hyperscalers to Enhance Nuclear Plants for Increased Power Output (VST) Nov. 07, 2024 Vistra is in preliminary talks with major data center developers to boost power output at nuclear plants, including discussions around its Comanche Peak nuclear plant in Texas, said Chief Strategy Officer Stacey Dore. Vistra is in talks with data center developers across Texas and the PJM grid, including Pennsylvania and Ohio, regarding the construction of new natural gas plants to support data center projects, with two major companies involved in the discussions. Constellation and Microsoft jointly announced a deal to restart unit 1 at the Three Mile Island (TMI) nuclear power plant in PA. CEG forecasts capex of $1.6B to restart the 835 MW facility in 2028, which will be financed through a triple digit 20-year PPA. Constellation Energy and many smaller nuclear stocks traded up nearly 20% on the news. This deal reinforces EIRs view that nuclear is the power source of choice to pair with datacenter load and that hyperscalers' power costs are inconsequential to economics. In addition to the Palisades and TMI repowers, Indian Point and Duane Arnold reactors could be targets for data-center bundling.

—One Key Lesson Learned from New Nuclear Power Plant EPC Projects— We’re seeing a lot of positive news in the nuclear industry every day, with many governments supporting nuclear energy to achieve net zero by 2050 and meet the growing global demand for electricity. However, a single mistake can have far-reaching consequences for the entire industry, as we’ve witnessed in the past. In my experience, one crucial lesson the nuclear industry must adopt is ensuring that the design is fully completed before starting procurement and construction activities. Beginning these activities with a partial design can result in project delays, budget overruns, and, given the large capital investment required, a significant increase in total interest costs.

Wylfa in Anglesey has been selected as the preferred site for a third new gigawatt nuclear power plant. The government is considering constructing a major nuclear power station at Wylfa, comparable in scale to Hinkley Point C in Somerset and Sizewell C in Suffolk. The reopening of the Palisades Nuclear Power Plant in Michigan does make a lot of sense.
