Fortunate to be invited by my friend and colleague Justin Golbabai to address the American Planning Association Texas chapter conference this week, “Planning & Community Engagement for Memory: How Communities Decide What, Where, When, and How to Display Its History.” #apatx #planning Typically, the planning practice focuses on creating new developments to modernize a community and facilitate its growth. That said, in recent years, many cities have been thrust into the consideration of both new memorials to tragic events, such as mass shootings, and existing memorials, such as those that pay tribute to figures whose history with race proves to be divisive in the modern era. Using real-life scenarios, participants in this session will work together to consider how they might approach these memorial-based questions as planners, such as, - What do we need to learn? - Whom do we need to engage? - How should the engagement look? Running a session for the IHBC on Regeneration and Empty Property Enforcement as part of their pre conference webinar (Annual School) Listed Buildings often have their unique issues, often suffering a conservation gap. The cost of renovation / development exceeds the end value (GDV) Consequently, developers / private sector are seldom interested in these type of properties due to there being little profit, if any. The perceived difficulties with planning / listed status and finding a suitable use that is acceptable in planning terms. The greater the planning options especially residential use / density of units, the closer it gets to a viable scheme. Obviously, there has to be a balance. However, the best way to protect our listed buildings is to find a viable use for them. Rather than let them decay. Early enforcement can stall that deterioration There is seldom a silver bullet in these cases, but we can often create a change of ownership, which may help. That said the number of speculative parties that buy property in auction, such as churches They have no idea of the obligations in owning a listed building. The cost involved and often the restrictive planning regime. All they see is the low cost of acquisition and not much else. Enforcement in one way or another is needed to get the owner to take some responsibility or to create a change of ownnership. Land trusts and the like may give the best opportunity to deal with these difficult cases The Levelling Up and Regeneration Act 2023 was a missed opportunity to protect those LA who take active enforcement such as works in default

In this video, Registry Member Mark Lindemood explains how The Registry's process of placing highly experienced and highly vetted higher education senior administrators is able to put "boots on the ground" and make immediate impact at colleges and universities. He also shares how he helped to broadly integrate advancement into the University of Houston-Clear Lake and within the first four months, was able able to secure a mid six-figure endowment.
