[English below] Rạng sáng ngày 03/04/2025, Tổng thống Trump bất ngờ ban hành chính sách thuế quan mới gây chấn động thị trường, Mỹ áp mức thuế "khủng" 46% lên một số mặt hàng xuất khẩu từ Việt Nam. Chỉ sau đó vài giờ, diễn đàn "Trump's Second Act: Implications for US-Vietnam Commercial Relations" do Phòng thương mại Mỹ tổ chức với 2 chuyên gia về Thuế và Thương mại quốc tế từ KPMG Việt Nam và BakerHostetler đã diễn ra. Các chuyên gia cho biết: Thuế quan vẫn thường là công cụ mà một chính phủ sử dụng để dịch chuyển sản xuất. Khác với Đạo luật Mở rộng Thương mại trước đây của Chính phủ Mỹ vì an ninh quốc gia, động thái lần này thể hiện quyết tâm "đưa sản xuất trở lại" đặc biệt với lĩnh vực công nghệ cao. Để một công ty dịch chuyển sản xuất hoàn toàn có thể mất một vài năm vậy nên một số điều luật có thể sẽ được áp dụng dài hạn. Tuy nhiên các chuyên gia cũng cho biết thay đổi về thuế quan lần này áp dụng theo "quyền hạn khẩn cấp" nên có thể thay đổi theo tình hình chính trị và kinh tế. Bên cạnh đó luật hải quan Mỹ khá phức tạp và sẽ có thể có tranh tụng dẫn đến những điều chỉnh liên tục mà doanh nghiệp cần chú ý. ----------- In the early hours of 3 April, 2025, President Trump announced a new tariff policy that shocked the market. The United States imposed a substantial reciprocal 46% tariff on certain exports from Vietnam. Just a few hours later, the forum "Trump's Second Act: Implications for US-Vietnam Commercial Relations," organized by the American Chamber of Commerce, took place with two experts on Tax and International Trade from KPMG in Vietnam and BakerHostetler. The experts stated that tariffs are often used by governments as a mechanism to shift manufacturing. Unlike the previous US Trade Expansion Act to protect national security, this move demonstrates US government's strong commitment to reshore domestic manufacturing, especially technology sector. It can take several years for a manufacturing company to fully relocate, so some regulations are expected to be more permanent. However, the experts also noted that this tariff change is implemented under Emergency Powers Act and may change due to political and economic conditions.
