Crews working on the U.S. Army Corps of Engineers Nashville District’s $1.56-billion Kentucky Lock Addition on the Tennessee River reached a milestone with the recent completion of the first downstream monolith. The project will add a 1,200-ft-long, 110-ft-wide lock chamber to alleviate the heavy traffic delays that are occurring with the existing 600-by-110-ft lock. The lock at the Kentucky Dam is the lowest on the Tennessee River, located at mile 22.4 in Grand Rivers, Ky., near where the Tennessee meets the Ohio River. FSC is pleased to announce that we are presenting two papers next week (18-19 June) at the Warship 2024 conference in Adelaide South Australia Warship 2024: Future Surface Combatants (rina.org.uk) "Enhancing maritime asset structural management: what can naval and civilian fleets do?"  "Composite repairs: practical ideas for an increase in capability and operability with lessons from the oil and gas industry" These two papers share experience gained working with our clients to optimise their in-service marine structures. The papers highlight similarities in the challenges faced by Naval and Oil & Gas assets, and practical steps that can be taken to achieve better outcomes. For the second paper we are pleased to be partnering with #Fuze to highlight some of the barriers hindering the wider adoption of composite repairs to steel structures in the marine environment. Importantly these barriers are not generally technical and affect naval and civilian fleets in a similar manner. The United States Marine Corps is seeking a more agile MILCON process. According to Rear Adm. Dean VanderLey, the challenge lies in the program budget process. The current system lacks the flexibility needed to address urgent repairs or adjustments efficiently. The Corps often taps into its facilities, restoration, and modernization funds, but this comes at a cost. Col. Jeffrey L. Hammond expressed the need for prioritization due to budget limitations, stating, "We can do anything; we just can't do everything." The article highlights the trade-offs between expedited project delivery and cost. While emergency MILCON authorities exist, they generally require sacrificing other planned projects. However, through undefinitized contract action, the Marine Corps completed $400 million worth of repairs to Pacific Northwest dry docks in just four months. Rear Adm. VanderLey emphasized the importance of more authorities to enhance agility within the MILCON process. Brig. Gen. Jason Woodworth also supports the need for increased reactivity. The commitment between both parties was already announced, by signing an LOI, during SMM this year. We’re excited to announce that Safeguard Engineering’s Chief Technical Officer Adrian Payne will be presenting a paper at the Institute of Marine Engineering, Science & Technology (IMarEST)'s International Naval Engineering Conference (INEC) in Liverpool next month.   In collaboration with Ashley Stehr of Stehr Consulting Ltd and Steve Pearson (Safeguard Engineering), their paper ‘Is regulation really the barrier? Exploring the opportunities and challenges in certifying maritime systems with increased automation and autonomy’ examines the surge in automation and autonomy within the maritime industry and how these new technologies are challenging conventional maritime conventions and regulations. As technology evolves, regulations are struggling to keep pace - but is it fair to blame regulations for the constraints on certifying automated vessels? This paper compares the commercial sector’s prescriptive approach with the goal-based regulations and risk-based methodologies of the defence sector, to look at the opportunities of both and examine the question “Is regulation really the barrier?” Adrian and Ashley will be presenting at 1630 Tuesday 5 November. Design development and optimisation is what I burn for. As is giving clients options when they come for a design. A key element is being able to get to the client with sales and the lead designer to help make choices not based on initial cost but total cost of ownership. There is still a lot to learn for many. For example - sea margins - using the “standard” 15-30% could be utterly pointless and far too little for many designs in slow speeds. The type of propulsion also and the balance for transit and steering and station keeping. When time is of the essence we need to be fast and accurate early stages and understand the wide portfolios of many suppliers. Being independent means we learn more but have to also work harder.
