The more restrictive policies signal that the cultural and economic value of international students is now secondary to an urgent new priority for elected governments in many advanced economies: reducing migration at seemingly any cost. Across our industry, we all have a role to play in restoring the standing of international education in the eyes of government and the public. Centennial College suspends 49 programs amid international student decline Centennial College, one of the largest colleges in Ontario, is suspending 49 full-time programs for the 2025-26 academic year, including significant cuts in business, media, and engineering disciplines, as a response to reduced international student enrolment due to federal immigration policy changes. College president Craig Stephenson noted a projected 43% decline in new international students this year, leading to a financial shortfall. Current students will be unaffected and can graduate, but job cuts are expected to maintain long-term sustainability. As colleges across Canada face similar challenges, Ontario's institutions are grappling with funding shortfalls exacerbated by the government's restrictions on international study permits, which have seen significant reductions since last year. Since the Immigration Minister’s announcement on the international student policy changes, there has been a flurry of finger pointing. In the article below, Roopa Trilokekar, Lisa Brunner, PhD, RCIC, and I reflect on who are being constructed as good and bad actors and argue that it is time to stop playing the blame game and, instead, address the ugly truth of a complex international student policy environment that lacks clear strategic direction.
