I hope someone asked the obvious and banal question - why seafarers are overstepping or ignoring the existing safety barriers ? Are they suicidal ? What or who pushes them to do fatal mistake. May be it is the set of existing procedures where you can see declarations but never find assessment of required manpower and timeframes… Let’s start with assessment of Safe Manning “… including inspection and maintenance of the ship…” as required by SOLAS
𝗝𝗼𝗶𝗻𝘁 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝘆 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗼𝗻 𝗘𝗻𝗰𝗹𝗼𝘀𝗲𝗱 𝗦𝗽𝗮𝗰𝗲 𝗘𝗻𝘁𝗿𝘆 This shipping industry collaboration is to address onboard accidents, and specifically fatalities due to entering enclosed spaces. OCIMF (Oil Companies International Marine Forum) kindly hosted the first such gathering in February this year and also the second one on 8 July, and this was attended in person and remotely by a wide variety of industry stakeholders. The group included representatives of P & I clubs, Government marine investigators and shipowners as part of very broad expertise in tackling the long-standing problems associated with enclosed space entry. The Synergy Marine Group presence was Synergy Denmark A/S Managing Director Umesh Shinde and Peter Hawkin, our QHSE Group Director, and as captured below the discussions included in-depth consideration of all the various elements, such as design of access, mandatory training requirements, human factors and industry guidance, all working towards developing an action plan not just to lessen but to wholly prevent enclosed space fatalities. #SafetyFirst #Maritime #WorkplaceSafety #HSE #QHSE #IndustryColloboration #OccupationalSafety #OilandGas

🔦 🚢 Spotlight on Serco UK Marine Services – behind the scenes at an oil spill response exercise. Serco Marine Devonport is a Tier 1 and Tier 2 oil spill response organisation that is available 24/7 to respond to any incidents that may occur. The team has a wide range of assets, including different types of vessels and specialised equipment, which help protect the environment, marine life, sensitive areas, and ecosystems while ensuring that the King’s Harbour Master (KHM) waters remain operational. 💬 Neil Deane, Deputy Marine Superintendent explains more, “If an oil spill incident occurs, as on scene commander, my number one priority will always be containment, to prevent the incident escalating which would result in a much higher impact on the environment. “To maintain this capability, Serco must pass a rigorous accreditation process every 3 years as laid down in the UK National Standard for Marine Oil Spill Response Providers. This is by way of assessment conducted by an International Spill Accreditation Scheme (ISAS) assessor who acts on behalf of the Maritime and Coastguard Agency (MCA). “As part of this assessment, and a requirement of the KHM Oil Spill Contingency Plan, the team and I have to demonstrate we have the procedures, assets and infrastructure in place to deliver a 24/7 emergency response service. This demonstration must include access to various items of equipment, logistics and trained personnel to deliver the service as described in a capability statement. “To ensure the high readiness of the response team, I hold several training workshops throughout the year to maintain a level of understanding and proficiency of all the equipment and retain the high standards and quick response times we have demonstrated on numerous occasions. "Tabletop and practical exercises are also a requirement, with at least one Tier 2 response exercise per year. 𝗦𝗜𝗥𝗘 𝟮.𝟬 The Synergy Marine Group has been very active in preparing for SIRE 2.0. Two of our managed Chevron TC vessels, the “SAKURA VOYAGER'' and the “BLUE BUTTERFLY”, recently completed inspections under this upcoming regime. These are part of industrywide trials before rollout from 2 September and are among over a dozen that we have undertaken, all working closely with oil majors like Chevron, BP, Shell and Ampol. To ensure full familiarisation with the new requirements, as for all trials we meticulously prepared the vessels and their crew, this time under the expert command of Captains Achuthan and Nitin Dua, and many shore-based staff were likewise trained in seeking what proved to be complete success. For the “SAKURA VOYAGER” the team included Captain Sachin Bagga (DPA) and Mr. Madhan (TSI), with Captain Dipan (MSI) also involved for the “BLUE BUTTERFLY”. All thus gained first-hand experience of the inspection process, and an identical proactive and close-up approach with the other SIRE 2.0 trials is proving highly beneficial in reinforcing both seafarer and shore confidence in being ready for when the new provisions come in. Capturing them, together with the learning gained from the trials, we are also developing our own SIRE 2.0 preparatory and familiarisation tool, a web and app-based device that can easily be accessed both at sea and ashore. Ship and shore already have OCIMF guidance for each question, with all applicable SMS and PMS component references handily mapped and all previous VIQ 7 observations categorised under hardware, process or human PIF, and before each inspection the crew verify readiness with a ship-specific checklist prepared by the superintendents, all after final checks on all core matters and any defects previously identified. Very much more crew-focussed, SIRE 2.0 is more exacting but more rewarding, with several enhanced safety measures. These integrate human factors as part of focussing on a risk-based approach, and so achieve a more comprehensive and objective assessment, and several new features allow operating companies to proactively identify potential risks and mitigate them promptly.
