👏👏Exciting news from Social Housing magazine today: #Legal&GeneralAffordableHomes are reportedly in discussions with Registered Providers (RPs) nationwide about raising equity to address the sector’s funding needs due to the increasing costs of dealing with problematic legacy homes. Investors into the sector have often focused on acquiring new/newer homes or with higher EPC ratings. RPs on the other hand still have to deal with the high costs of retrofitting older legacy stock to meet energy efficiency, building, fire, and health and safety standards. This has been one of the factors leading to a reduction in development capacity in recent years. It's encouraging to see #LGAH looking to address this need and reinforcing their position as a long-term investor in the housing sector. The Queensland government has tapped into its $1bn Housing Investment Fund to buy and convert 85 beach cabins into social and affordable housing for struggling families within the Gladstone Regional Council. Other regional towns being reviewed for social housing include Rockhampton Regional Council and Mackay Regional Council. “Our Homes for Queenslanders plan is pulling every lever possible, whether that’s buying former retirement villages, accommodation parks and hotels; building modular homes and supporting the Federal Government’s Help to Buy shared equity scheme.” With property price growth and rent increases in #Brisbane, Gold coast and Sunshine coast, the quest to lock-in affordable social housing is progressively moving towards other regional destination further out into north QLD.

The Highland Council hosted a housing summit in October to discuss the housing challenges in Highland and potential solutions with private and public sector partners and The Scottish Government. Council Leader Raymond Bremner said: “The Scottish Government’s commitment to assisting us in the housing challenge is very welcome however, and I am keen to see what the further details on the allocation are going to be and how this will apply to Highland. “I’m aware of the considerable challenges facing local authorities all over Scotland but it is vitally important that we focus on the particular challenges facing Highland which includes doubling our current housing supply and accelerating the delivery of both public and private housing, as well as the availability of sites across Highland communities. “It is one of our priorities to seek and seize the opportunities to work with partners to attract investment and undertake a range of solutions to address the shortage of affordable homes in Highland. “Rural housing makes an important contribution to housing supply in Highland and the Council is implementing a number of commitments to implement solutions towards increasing our housing supply, including repaying £6m into the Housing Landbank Fund. “We are committed to continue working in collaboration with The Scottish Government and all partners so that we can deliver the required investment in housing to reverse depopulation and sustain and develop thriving communities across the Highlands.”

The application deadline for the £1.29 billion SHF Wave 3 decarbonisation fund may have passed a week ago but in this article Rubianka Winspear and I explore what bidders can do now to make sure they are ready when funding is announced, including: - consider the impact which the changes to the grant funding and data sharing template agreements will have on your risk profile - negotiate consortium agreements - DESNZ has made it clear that in Wave 3 this is contractually required rather than a "nice to have" - settle your co-funding arrangements - there are some innovative products for retrofit on offer but DESNZ approval is needed - ensure your procurement strategy is compliant with the Procurement Act 2023 - consider whether section 20 consultation is required and if so, build this into your delivery timescales - establish the subsidy control basis on which funding will be provided and ensure this is properly flowed down through consortium agreements and engagement with leaseholders There are a lot of moving parts to consider under Wave 3, drop either of us a line if you have questions about any of the above.

Imagine if private community funds did the same thing with place based local housing strategies enabling the reach? Communities would benefit both from' ROI direct to those who have the money and those who need the housing with developers who are locally based enabling local talent to be accelerated with training opportunities enhanced? This is possible. Blackstone are running an exiting scale based partnership. The need is being satisfied but I think if someone did this locally with a true value added model you would see greater benefits. Places have the opportunity to shape sustainable reach.
