Summary

The Substation Engineer will assure the integrity, constancy and completeness of the Substation Equipment Maintenance and Testing Program through the use of the Computerized Maintenance Management System (CMMS) and the supporting Reliability Centered Maintenance and Predictive / Diagnostic Maintenance (RCM / PdM) programs.

Essential Functions

  • Prepare maintenance project engineering documentation, order materials and supplies that meet project deadlines. Support maintenance project activities to ensure fieldwork is done consistent with project plans.
  • Provide maintenance project design services, provide working drawings, material lists and equipment specifications. Prepare as-builts of changes to initial designs.
  • Work with the Operations Support Technician and field personnel to ensure timely and accurate ordering of materials. Works with the Support Technician to track receipt of materials.
  • Monitor condition of substation assets and collect statistics regarding failure trends. Work with field crews and testing laboratories to determine root cause of failure. Ensure root cause data is collected in CMMS corrective work order failure surveys. Provide statistical analysis which leads to a determination of whether the maintenance program is optimally configured to mitigate or prevent high-rate failures.
  • Participate in Key Performance Indicators (KPI) data collection and interpretation of performance results. Review historical test data to identify trends that might indicate potential equipment failure based on established protocols. Recommend future maintenance work based on KPI data trends.
  • Read and interpret operating data that measure failure rates. Recommend changes to the maintenance and condition testing programs to mitigate high-risk failures. Works with the Data Technician and field personnel to ensure data accuracy.
  • Support substation technicians and substation linemen in troubleshooting complex electrical systems.
  • Using appropriate software tools, prepare detailed analysis of equipment condition issues. Work with management staff to recommend improvements to the maintenance program.
  • Provide support to department personnel in meeting accuracy, completeness, and consistency guidelines for various substation databases.
  • Work with the Substation Operations Manager in preparing the department budget, work schedules and project plans. Assists in the evaluation of variances and takes appropriate action to close gaps.
  • Interface and coordinate the work of various departments involved in planning related projects.
  • Review maintenance documentation and as-builts generated by the department for accuracy and forwards to Document Control. Maintains department record drawing set.
  • Perform special projects.

Internal

  • Manager, Substation Operations: Reports to, receives direction, guidance and decisions from.
  • Other Chugach managers and staff: Coordinates activities, gives, receives and provide information

External

  • Consultants: Confers with, gives and receives information
  • Other Utilities: Exchanges planning and technical information

Competencies

  • Current knowledge of electric utility systems equipment.
  • Current knowledge of utility design, operations, construction, and maintenance practices.
  • Knowledge of Uniform System of Accounts, RUS construction specifications, NESC Code, OSHA regulations and applicable environmental regulations.
  • Ability to use networked personal computers and the use of software applications including spreadsheets, DBMS, crew scheduling, and specialized applications for budgeting, work management and control.
  • Effective communicator – oral and written.
  • Ability to work with staff to improve overall service levels and equipment performance.
  • Ability to map, report, and evaluate trends relating to equipment status and system demands. Ability to recognize system needs and recommend improvements.
  • Ability to establish and maintain a positive and professional working relationship with all individuals; complete tasks as assigned with little or no direct supervision.
  • Current knowledge of the asset base and standard operation and maintenance practices. Must maintain a working knowledge of predictive and diagnostic equipment condition testing technologies.

Supervisory Responsibility

This position does not have any supervisory responsibilities.

Minimum Qualifications And Experience

Education

Bachelor’s Degree in Mechanical or Electrical Engineering, required. Specialized training in project management, utility planning, operations, maintenance, and accounting; preferred.

Experience

One (1) year experience in electric engineering, planning, operations, construction and/or maintenance required. Familiarity with substation construction and maintenance preferred.

Substitution

Additional professional experience in similarly complex engineering role or related field may be substituted for the required education on a year-for-year basis.

Work Environment

Work is performed in a standard office environment. Periodic field trips will be required.

Some travel via aircraft in varying weather conditions may be required. Occasional out-of-town trips, including periodic technical seminars and conferences will be required. Must be available for duty during major outages or system emergencies.
