Role Purpose

The Safety Program Manager provides safety leadership and support to assigned business units, ensuring adherence to safety policies, standards, and procedures. They oversee and support safety and operational personnel, emphasizing safety culture and knowledge. Their responsibilities include monitoring efficiency, enforcing safety regulations, conducting inspections, analyzing injury reports, reviewing compliance history, and recommending process changes. They plan and facilitate safety programs and training to minimize workplace hazards, ensuring compliance with regulatory agencies. They develop professional expertise, apply company policies to resolve issues, and modify processes as needed. They work on varied health and safety problems, exercising judgment within defined procedures, and build productive relationships to resolve mutual problems, focusing on providing professional advice and creating reports for review.

Key Responsibilities

  • Champions a corporate culture that emphasizes transparency, integrity, safety, environmental responsibility, employee development, diversity and inclusion, customer service, and operational excellence.
  • Responsible for developing, delivering, maintaining and validating the business unit(s) adherence to safety policies, standards, rules, and procedures.
  • Monitors efficiency and enforces the company’s safety and health programs.
  • Conducts inspections, analyzes injury frequency reports, reviews compliance history, and references codes and standards to recommend changes to processes and procedure.
  • Exercises judgement within defined safety procedures and practices to determine appropriate action.
  • Improves programs per regulator (OSHA, NESC, NFPA, DOT, ANSI, etc.) guidance.
  • Builds productive internal and external working relationships to resolve mutual safety problems by collaborating on procedures or transactions.
  • Develop safety-related strategies and systems to improve health and safety analytical data
  • Assist management and employees with implementation of new safety initiatives.
  • Provide process analytics safety support to transmission, distribution, and generation organization to optimize their operations.
  • Support and facilitate employee involvement in health and safety analyses processes.
  • Evaluate and participate in the development of potential Safety Metric Goals to increase productivity, ensure compliance, and enhance EHS performance.
  • Develop leading and lagging measures that clearly articulate Cleco’s safety performance.
  • Continually evaluate ways to improve safety data analytics, including, but limited to developing and implementing solutions to meet operational needs.
  • Assist in the development and delivery of regulatory and company required safe rules, policies, and procedures.
  • Provide a visible safety presence in the field with operations, maintenance, and contract work groups.
  • Serve as subject matter expert for operations, maintenance, and engineering on projects to ensure compliance with all applicable safety requirements.
  • Participate in safety assessments, that could be across company departments building knowledge and capability throughout the organization around safe work practices.
  • Participate in incident investigations, enhancing capability throughout the organization to conduct effective investigations that focus on determining root cause(s), learning, prevention recurrence and recommend corrective measures.
  • Coach and mentor personnel to facilitate ownership of Human Performance at all levels of the organization.
  • Provide leadership to transmission and distribution and generation safety committees and compliance system owners to ensure maximum value creation.
  • Conducts site safety observations focused on safe work practices and conduct coaching conversations with workers when corrections are required.
  • Reviews JHAs and JSB-tailboards to ensure tasks, hazards and mitigations are in alignment with the work being performed in the field.
  • Oversite of fundamental safety programs include, but are not limited to: Confined Space Entry, Emergency Response, Electrical Safe Work Practices, Lockout-Tagout, Fall Protection, Line Break Equipment Opening, Incident Investigation, Mobile Equipment, Personal Protective Equipment, Insulating Protective Equipment, Switching and Clearance, Protective Grounding Practices, Process Safety Management, and lifesaving procedures.
  • Develop and maintain a strong working relationship with managers, supervisors, employees and contractors to ensure alignment with Cleco’s goals and safety culture.
  • May be responsible for performing or ensuring health testing, air monitoring, noise monitoring, and hazard risk assessments are conducted, as required.

Qualifications

Required Education, Skills & Experience

  • Bachelors degree required; Safety, Business or Engineering preferred
  • Minimum of 2 years of related experience or prior safety work safety experience preferred
  • Strong business acumen pertaining to Utility industry
  • Willingness and ability to learn new technologies on the job
  • Strong planning and project management skills
  • Strong written and oral communication skills required to develop presentations, analytical reports, technical correspondence, and lead teams. Professional Engineer with experience in safety data analytics and design process safety systems.
  • Progression to this level is strictly restricted based on critical individual capabilities and business requirements; must be supported by market survey data.

Licenses and Certifications

  • Certifications such as ASP, CSP, CSHO, COSS, CUSP, OSHT, and CHST are a plus
