The Planning and Standards Engineer in Training (EIT) position will assist in the development programs, procedures, and work processes that lead the Association toward maximizing economic return. Additionally, this position will participate in the development of long-range engineering plans, Capital Improvement Plan, performance reporting, and special projects to support the Engineering Department. Research outage information and identifies specific outage patterns and problems.
Essential Functions
Support the department projects and activities in line with objectives and deadlines ensure follow up and corrections.
Work actively to interpret and support how the Association operates to accomplish its mission. Develop an understanding of corporate, as well as departmental goals and objectives.
Collect and interpret data and reports trends which measure the operating condition, equipment status and system demands of the asset base.
Participate in the development of long-range plans, the Capital Improvement Plan, and Title 21 Undergrounding Plan.
Assist in the preparation of support documentation for the Strategic Plan, Power Requirement Study, Financial Forecast, and Business Plan.
Participate in the evaluation of generation, transmission, and distribution investments with respect to their conformity with the Association's goals and objectives.
Review construction drawings and specifications for conformance to established planning, operating, and performance criteria.
Support other departments and divisions in operating matters, construction, operations and maintenance planning, as well as disturbance analysis.
Assist in the review of system status and outage data.
Participate in the development and maintenance of system models to analyze system stability, configuration, and growth.
Develop a working knowledge of electrical modeling software (SynerGEE, PSS/E, Milsoft, etc.) to be able to independently analyze system stability, configuration, and growth of Association facilities.
Develop a working knowledge of the National Electric Safety Code (NESC) and National Electric Code (NEC)
Develop a working knowledge of RUS/REA specifications and standards for design and construction.
Review and comment on transmission and distribution designs for conformance with utility design practice, long range planning goals, and system configuration.
Maintain knowledge of power system related technologies, materials, construction techniques, and industry trends to guide long range planning.
Participate in coordination with system reliability councils and state and federal regulatory agencies to provide reports on Chugach's system updates and to aid Chugach's system planning.
Participate in conducting special studies and analyses.
Assist in the development of equipment, design, and construction standards for Distribution, Transmission, and Substations.

Knowledge of the planning, operation, and maintenance of electric utility transmission and distribution systems as well as familiarity with system protection desired.
Current knowledge of computer software and hardware. Familiarity with system analysis simulation tools such as PSS/E or SynerGEE is desirable.
Ability to apply system analysis and engineering knowledge to system development and review.
Ability to organize, run, and follow up on project meetings. Time management, organization, roles, and responsibilities need to be recognized and managed.
Must have a valid driver's license.
Supervisory Responsibility
This position has no supervisory responsibility.
Work Environment
Work is performed in a standard office environment. Frequent attendance at technical meetings and conferences. Frequent field assignments may be required. Local and in-state travel required periodically. On occasion, travel out of state may be required. May be called on for assistances in major outages or system emergencies.
