JobDescription:

This sub family is responsible for designing and planning civil

engineering projects such as roads, airports, bridges, harbors, dams, irrigation

systems, pipelines, and power plants. Duties may include analyzing maps, blueprints,

drawings, tests, and aerial photographs on soil composition, terrain, hydrological

characteristics, and other topographical and geologic data to plan and design projects.

IMPACT: Works independently to achieve day-to-day objectives with significant impact

on operational results or project deliverables. Responsible for entire projects or

processes within a technical area. Typically responsible for coaching and reviewing

the work of lower level technical staff. COMPLEXITY: Develops technical solutions that

require collaboration with internal experts, deep analyses and understanding of

impact on end-product/solution. Develops solutions to technical problems and issues

that are unclear and require deep technical knowledge. COMMUNICATION:

Communicates with internal and client project team members. Works to influence

team members regarding solution design, process and/or approaches. LEADERSHIP &

TALENT MANAGEMENT: KNOWLEDGE: Requires deep understanding of and ability to

apply principles, theories, and concepts of technical domain and has broad

understanding of other related specialty areas. TYPICAL EDUCATION & EXPERIENCE:

Typically requires BS and 4 – 8 years of prior relevant experience or Masters with 2 – 6

years of prior relevant experience.

Primary Responsibilities

The Contractor shall provide technical support to the Infrastructure Engineering

Center, for accomplishment of project engineering packages:

Develop site specific project plans and specifications for solicitation and contracting

of engineering projects for FAA approval and acceptance.

Perform site surveys to collect site-specific project data and research all (state, local,

federal, FAA, etc.) standards, construction codes and ordinances

Provide analysis, recommendations, and solutions to issues identified during the site

survey.

Prepare summary trip reports within two working days of trip completion.

Compile and complete project documents as follows:

Scope of work and project transmittal.

Drawing and specification lists.

Operational Risk Management checklists.

Furnish information required for the preparation of Purchase Requests (PR) for

assigned projects.

Furnish information required for the preparation of NAS Change Proposals (NCP) for

assigned projects.

List of Government furnished properties.

Prepare Airspace case documents.

Assessment of engineering impacts on Environmental & Safety Compliance Program

Project checklists.

Drawings and specifications.

Engineering cost estimate for project plans per FAA Standard/guidelines.

Estimated completion time and project schedule.

Provide technical engineering support for all phases of assigned new construction

and renovation projects (i.e. evaluate shop drawings, design proposals, and interpret

the technical requirements for adherence to contract documents).

Participate in Joint Acceptance Inspections (JAI) and Contractor Acceptance

Inspections (CAI) on all assigned projects and provide recommended resolutions on all

items relating to engineering.

Perform engineering studies for feasibility and cost versus benefit.

Provide technical input to the Government Technical Interpreter in actions to plan,

budget, program, and coordinate the development of engineering projects.

Develop project drawings in accordance with the FAA Standard/guidelines.

Basic Qualifications:

  • General Engineering Degree (B.S.). Minimum 5 years of experience as Project

Engineer and/or Resident Engineer with Civil Engineering Design and experience with

tower, shelter, and similar structure projects.

  • Knowledge of Unstaffed Infrastructure Sustainment (UIS) facilities
  • Proficiency in AUTOCAD

Desired Qualifications:

  • Knowledge of Corporate Work Plan (CWP) 4.1.12
  • Knowledge of National Airspace System Equipment Tower (NASET)
  • Knowledge of National Airspace System Equipment Building (NASEB)
  • Knowledge of Heating Ventilating and Air Conditioning (HVAC), power, general

building construction techniques, Hazardous Materials (HAZMAT), fire detection,

security, site work.
