Medicaid funding supports individuals with I/DD in achieving independence, improving their quality of life, and reducing reliance on institutional care. Temporary federal investments into Medicaid HCBS authorized through the American Rescue Plan Act were utilized by every state and the District of Columbia to invest in strengthening their workforce. Data from ANCOR’s research demonstrates that, during this time period, fewer providers indicated they were closing programs or services. In 2022, 63% of survey respondents reported closing programs or services but that figure dropped to 44% in 2023 and 39% in 2024. About us
United Cerebral Palsy (UCP) Heartland was founded in 1953 by a group of concerned parents and volunteers, who wanted to provide a higher quality of life for family members and friends living with disabilities. The primary focus during the early stages of the organization was to provide support to families and provide leisure services to children and adults with cerebral palsy. Over the years, due to changing needs within the community, we expanded our focus to serve people with a spectrum of disabilities including autism, Down syndrome, traumatic brain injury and other intellectual and developmental disabilities. We have grown to meet the needs of individuals with disabilities in a changing world. In 2008, UCP acquired another nonprofit agency, expanding our service geography to include Columbia and Jefferson City, Missouri. Today, our services include: Adult Day Services, Camps for school aged children, Early Childhood Programs, Employment Resources, Family Navigator, Residential Services, Respite We are proud of our reputation to serve the most vulnerable. People living with disabilities are living longer today than in 1953. We are committed to provide the supports necessary for a successful, happy meaningful life to our clients, their families and their surrounding community. As our founders had hoped, UCP continues to change the way the world sees people with disabilities. Our communities become rich with diversity as we incorporate our clients into every facet of society.

Medicaid is a partnership between states and the federal government to fund crucial healthcare services. When federal Medicaid funding is reduced, states must find new funding to balance the shortfall in state budgets. If new funding cannot be found, community-based services for people with I/DD are often reduced, leading to longer waitlists for HCBS and higher rates of unnecessary institutionalization. Spring Youth Camp was full of fun! Our campers enjoyed outings to parks, the library, the St. Charles Police Station, the Aircraft Museum, the Science Center, and the Aquarium! Our inclusive camps allow kids to explore the community, enhance their social skills, make friends, and enjoy camp! Duane made an impactful speech at Disability Rights Legislation Day 2025! Duane made vital points regarding advocating for yourself and the power of working together for a cause! He shared the importance of participating in the clinical and legislative process. He said, "You might think you aren't making a difference, but you are making a difference." He expressed the power of working together, especially on a day like DRLD. Duane also has personal experience with public transportation challenges. He is part of an advocates group called S.M.A.R.T. This group aims to increase the opportunity for people with disabilities to share feedback with Metro about transportation services and advocate for improvements.
