Service Coordination, Inc. is a private, nonprofit organization providing case management services throughout the state of Maryland to individuals with disabilities, those with complex medical needs and serious mental health disorders, transitioning youth, court-involved individuals, older adults and veterans. We believe that services should be tailored to meet people’s needs. Service Coordination provides support to adults and children by connecting them with needed resources and services in their communities. With over 850 team members in 2 offices in 14 counties plus Baltimore City, Service Coordination serves more than 14,000 people around the state.

After her son John was diagnosed with hearing and developmental disabilities, Lorraine turned her personal journey into a powerful mission — becoming one of Maryland’s most influential champions for people with disabilities. As Maryland’s 63rd Secretary of State and a member of the House of Delegates, she introduced critical legislation to support students with disabilities and reduce waitlists for services. She also led national advocacy efforts as Vice President of The Arc of the United States and pushed for independent housing as Commissioner of the Anne Arundel County Housing Authority. Lorraine’s legacy reminds us what passionate, persistent advocacy can achieve. Exciting news out of Annapolis! We’re thrilled to hear the House Appropriations Committee has released decisions to restore significant amounts of the FY26 DDA budget. This is incredible news for the Maryland disability community. We are grateful to Delegate Ben Barnes, Delegate Joseline Peña-Melnyk, Delegate Emily Shetty, Delegate Dana Jones, and Gov. Wes Moore for their hard work to restore and protect vital services. And, thank you to the many providers and self-advocates who spoke up and shared their stories.

Yesterday, the House Appropriations Committee made pivotal decisions, restoring $292 million to the DDA budget, approving a 1% rate increase for community services ($28.7 million), and allocating $37 million for expansion funding to support transitioning youth and individuals in crisis. This complements the $429 million restored to the FY25 budget and an additional $283 million to address unexpected deficits in the DDA budget. As we await the Senate's decisions, we extend our heartfelt thanks to Chairman Ben Barnes, Sub-Committee Chair Emily Shetty, Health and Government Operations Committee Chair Joseline Peña-Melnyk, and all our advocates in the House of Delegates. A big thank you to the members of the Maryland Developmental Disabilities Coalition, including The Arc Maryland, Maryland Developmental Disabilities Council, People On The Go Maryland, and Disability Rights Maryland. This coalition has worked hard to get funding restored, advocating alongside people with developmental disabilities, their families, and community providers. MACS is proud to be part of this dedicated group and appreciates the ongoing partnership.

I am honored to be inducted as a Distinguished Public Policy Fellow, within the Social Work Academy, of the National Academies of Practice (NAP) over the weekend in Washington, D.C. NAP is a nonprofit organization founded in 1981 to advise governmental bodies on our healthcare system. Distinguished practitioners and scholars are elected by their peers from multiple different health professions to join the only interprofessional group of healthcare practitioners and scholars dedicated to supporting affordable, accessible, coordinated quality healthcare for all.
