19 Romanian National in Oregon charged in scheme to steal SNAP benefits to buy and sell baby formula. Retail Investigators, Federal investigators and the Oregon DOJ worked in collaboration. The suspects used skimming devices and stolen Electronic Benefits Transfer (EBT) accounts to buy baby formula. The formula was kept in storage units and properties in Oregon and Washington before it was repackaged and shipped to California to be sold on the black market. This is a great example of the power of collaboration between retail investigators and law enforcement. Amazing work by the Oregon Department of Justice ORC Task Force, USDA Investigators and the Portland Police Bureau Great work to all the retail investigators, with Phillip S. and Rick Osowick leading the case. It was my first time meeting Portland Chief of Police, Robert "Bob" Day and now I see why he is so well liked and respected by so many different leaders (friends like Cathey Armillas, Lou Radja, Camille E. Trummer, and Kali Thorne Ladd) and communities in Portland. Bob Day is a deep listeners and do-er. A year ago, he had a group of folks at the Portland Police Bureau join him at a We Believe in Portland event - picking up trash and engaging in the community. I'm encouraged and optimistic about Portland's future with the leadership we have in Bob Day, District Attorney Nathan Vasquez, and Portland Mayor Keith Wilson who all deeply care about Portland and lead with focus and accountability. The first panel for this final day of #leadingwithoutabadge was an excellent panel of training directors and the unique role they have in meeting the demands of every stakeholder while maintaining the integrity of a solid training foundation for officers in their agencies. A great discussion about meeting the needs of agencies mandated to make big strides (Rebecca Arredondo Rodriguez, Ph.D, LCSW, Luann Pannell, Ph.D., Gary Cordner) and how to continuously improve in a dynamic profession even without external pressures (Ron Teachman). 🚔🔬 What happens when cancer research, community advocacy, and law enforcement innovation come together? Real change—and safer streets. Portland recently experienced a 44% reduction in stolen vehicles, thanks to the continued groundbreaking collaboration between the Portland Police Bureau, OHSU’s Knight Cancer Institute, and the tireless advocates behind PDX Stolen Cars. The city was grappling with over 10,000 stolen vehicles reported in 2020. Traditional approaches weren’t producing the results communities deserved. So, a new kind of mission began—one rooted in data, science, and partnership. At the heart of this work were Lt. Norm Staples, Sgt. Brad Nutting, Ofc. Michael Terrett, Sgt. Cassandra Wells, and Dr. Jeffrey Tyner, a cancer researcher who translated techniques used to study leukemia into tools that could reveal patterns behind Portland’s stolen vehicles. 📊 Using predictive analytics and publicly available data, the team developed a tool to pinpoint stolen vehicles based on subtle behavioral and locational indicators—often before a crime was even reported. In just one 10-day stretch, officers located over 50 stolen vehicles, made several arrests, and recovered eight additional vehicles connected to a single suspect. 💡 This data-driven strategy reflects a broader vision for public safety: less stops, better outcomes. Instead of broad enforcement tactics, this focused approach allows for more effective, trauma-informed policing with fewer unnecessary stops—reducing harm while improving results. 👥 Community-led groups like PDX Stolen Cars were vital partners—helping track thefts, alert residents, and collaborate directly with officers in real time. 🏆 Their efforts were nationally recognized with an FY 2023 Smart Policing Initiative Grant from the U.S. Office of Justice Programs, Bureau of Justice Assistance, ensuring this kind of work continues to grow. 🎤 Earlier this year, Sgt. Nutting, Ofc. Terrett, and Sgt. Wells presented their success at the 2024 Public Safety and Policing Summit, showcasing how unconventional partnerships can yield extraordinary outcomes. ✨ As someone who supports law enforcement families, this project gives me real hope. A recent large-scale stolen vehicle operation involving seven agencies yielded significant results in the form of recovered stolen vehicles, arrests of criminals, a gun seizure, and more, and it was done using a refined, data-driven approach that maximized the use of the resources and minimized police stops. Members of the Portland Police Bureau, Gresham Police Department, Port of Portland Police Department, Multnomah County Sheriff’s Office, Clackamas County Sheriff’s Office, Parole and Probation, the United States Department of Justice, and the Multnomah County District Attorney's Office partnered on a stolen vehicle mission. The mission focused in the area of East Portland. Preliminary statistics from the mission: 16 - Stops 10 - Stolen vehicles recovered (better than 1:2 ratio of stops to recoveries) 5 - Custodies 1 - Gun Seized 7 - Warrants Serviced 4 - Vehicle Eludes 2 - Pursuits 79 - Personnel participated in the mission, including law enforcement, non-sworn, and civilian partners Want to join this team of law enforcement officers?
