  • On March 27th, 2025, at approximately 6:06 a.m., the Town of New Windsor Police Department responded to the Burger King at 376 Windsor Highway for a reported robbery involving a firearm. Officers arrived and located three employees at the restaurant. The manager advised that she was assaulted by a male suspect who brandished what appeared to be a firearm, and the suspect had fled the scene. Detectives and K-9 were requested to the scene. Officer Bell and K-9 Duke were able to track and locate a black BB gun and gloves in the vicinity of the restaurant. Further investigation led to the recovery of more evidence in the area of Highland, NY. A suspect was identified and the New Windsor Detectives continued their investigation. On April 1st, 2025, the New Windsor Police arrested Joseph Rico, 50, of Poughkeepsie, NY. He was charged with Robbery 1st, a Class B Felony, Assault 2nd, a Class D Felony, Criminal Possession of a Weapon 3rd, a Class D Felony, and Grand Larceny 4th, a Class E Felony. A criminal charge is merely an allegation that a defendant has committed a violation of the criminal law, and it is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the State of New York’s burden to prove guilt beyond a reasonable doubt.

This search warrant was the result of a long-term investigation into the illegal possession and distribution of narcotics by an individual residing at this residence. The Town of New Windsor Police K-9 Unit assisted with the search. K-9 Duke, handled by Officer Bell, and K-9 Marty, handled by Officer Levy, positively indicated for the presence of narcotics and firearms. This led to the seizure of 400 grams of powdered cocaine, scales, (3) AR-15 style assault rifles, multiple magazines, assorted ammunition, and $3,900 in US currency. Lazurus Rodriguez, 30, of New Windsor, NY was arrested and charged with Criminal Possession of a Controlled Substance 1st Degree, a Class A-1 Felony. He was held pending arraignment. • Last night at the March Town Board Meeting, the New Windsor Police Department welcomed the newest member of our K-9 Unit, “Mack”. Mack will be partnered with Officer Stefano Gagliardo. Mack is named in honor of Town of Newburgh Police Sergeant Bill McLean, who passed away in 2024 after a courageous battle with cancer. The qualities that defined Bill — his toughness, his heart, his relentless determination — will live on through Mack, who will now be a part of our team.

  • On February 20th, 2025, Detectives from the Town of New Windsor Police Department, along with the NYPD Queens North Burglary Apprehension & Investigative Team, FBI Hudson Valley Safe Streets Task Force, New York State Police, and Homeland Security Investigations, executed a judicially authorized search warrant in Queens, NY following a near three-month long investigation into a residential burglary that occurred in the Town of New Windsor in November 2024. The arrested subject was Andres Felipe Solarzano Charry, 21, of Flushing, NY. He was charged with Burglary 2nd and Grand Larceny 2nd, both Class C Felony offenses. Mr. Solarzano Charry was arraigned in front of the Honorable Calderin at the Orange County Centralized Arraignment Part and remanded to Orange County Jail on $25,000 cash/$50,000 secured/$100,000 partially secured bond. It was learned throughout the investigation that Mr. Solarzano Charry, a citizen of Colombia, was subject to removal as an illegal alien, and following his arrest, an Immigration Detainer was issued by the Department of Homeland Security for Mr. Solarzano Charry. It appears that he is part of an international theft group and specifically targeted homeowners of Asian descent. The search warrant led to the recovery of approximately $35,000 U.S. currency, large amounts of foreign currency, high end designer hand bags, high end watches, jewelry, cellular phone signal jammers, walkie talkies, multiple out of state license plates, and burglar’s tools. The investigation was led by Detective Francis Pierri and also assisting throughout the investigation were Investigators from the Orange County District Attorney’s Office and Investigator Tunney of the Putnam County Sheriff’s Department. Police Chief Daniel Valeri stated, “Great work by the Detectives on this case and thank you to all of our law enforcement partners for their assistance. The safety and security of our residents is of the utmost importance and we strive to provide the highest level of service.” Town Supervisor Stephen Bedetti added, “I would like to commend New Windsor Police Detective Francis Pierri for leading this investigation as well as all others involved. Months of hard work brought this case to a successful closure with the arrest of this subject. Our exceptionally talented police officers always go above and beyond to serve our residents. Criminals should take note. You will get caught in New Windsor.” A criminal charge is merely an allegation that a defendant has committed a violation of the criminal law, and it is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the State of New York’s burden to prove guilt beyond a reasonable doubt.
