About us
Neel-Schaffer is a multi-disciplined engineering, planning and construction management firm that was founded in 1983 and today is one of the largest private, employee-owned engineering firms in the South, operating out of 39 offices across nine states. Based in Jackson, MS, we blanket the South, with locations in Alabama, Florida, Georgia, Louisiana, South Carolina, Tennessee, and Texas. Core disciplines include Transportation, Civil Site, Environmental Services, Water/Wastewater, and Support Services such as surveying, geotechnical investigation, and planning. Through these disciplines we offer traffic, roadway, transportation planning, aviation, structural (bridges and vertical), hydraulic, wastewater, water distribution, storm water, electrical, telecommunications, landscape architecture, and public outreach engineering and planning services. Company founders Hibbett Neel and Gorman Schaffer were committed to building a successful firm with a philosophy of improving the quality of life through service to the community. This belief, coupled with a desire to provide the finest engineering expertise, has helped to set Neel-Schaffer apart and is the underlying strength of the company today. The firm’s corporate structure emphasizes local service, allowing our employees to maintain deeply local connections with clients in the communities we serve, while having the resources of a much larger regional firm at their fingertips. This allows us to provide a full-service approach to program development, design, planning, and construction management.

This past Saturday, Neel-Schaffer was honored to have supported the grand opening of Hope Fields, a new baseball & softball complex in Jonestown, MS. This project was made possible through partnerships with the MLB-MLBPA Youth Development Foundation, But God Ministries, Brasfield and Gorrie, and 34+ strategic partners. Led by Chris Trebisky, PE, PLS, PP, Vice President in our Madison, MS office, Neel-Schaffer provided the civil site design services to help bring this vision to life. Hope Fields is more than just a ballpark; it is an investment in the future of Coahoma County’s youth. We are proud to have been part of the team and are dedicated to staying in the game for the communities we call home. #ThrowbackThursday Nine years ago, the journey of these massive 225’ gantry cranes from China to The Port of Gulfport marked a major milestone in one of Mississippi’s largest post-Katrina rebuilding efforts. Neel-Schaffer played a key role as a program manager for the $570 million Port of the Future restoration, coordinating with nine sub-consultants on planning, design, and construction. As the design lead, Neel-Schaffer provided expertise in civil, structural, geotechnical, environmental, utilities, road, rail, and water/wastewater engineering, along with our subsidiary, Maptech. Our team helped oversee projects like the $118 million, 84-acre west pier expansion and a $60 million wharf upgrade, paving the way for three towering Post-Panamax cargo cranes installed in 2016. At Neel-Schaffer, we take pride in serving the communities we call home. This project was more than just rebuilding infrastructure; it was about strengthening the Gulf Coast, driving economic growth, and ensuring a more resilient future for the region. #OneNS #TBT
