  • MS2 is excited to announce the addition of two exceptional professionals to our team—𝗟𝗲𝗹𝗮𝗻𝗱 𝗝𝗼𝗵𝗻𝘀𝗼𝗻 and 𝗝𝗮𝘆 𝗩𝘂𝗲—who join us as 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝘀 and 𝗦𝘂𝗯𝗷𝗲𝗰𝘁 𝗠𝗮𝘁𝘁𝗲𝗿 𝗘𝘅𝗽𝗲𝗿𝘁𝘀 (𝗦𝗠𝗘).   𝗟𝗲𝗹𝗮𝗻𝗱 𝗝𝗼𝗵𝗻𝘀𝗼𝗻 brings a wealth of hands-on experience from his seven years with the 𝗪𝗲𝘀𝘁 𝗩𝗶𝗿𝗴𝗶𝗻𝗶𝗮 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻’𝘀 𝗧𝗿𝗮𝗳𝗳𝗶𝗰 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗨𝗻𝗶𝘁, including two years as Unit Leader. In that role, he worked closely with the same data reporting and traffic monitoring systems our customers use every day, giving him deep expertise in 𝗛𝗣𝗠𝗦, 𝗧𝗠𝗔𝗦, 𝘁𝗿𝗮𝗳𝗳𝗶𝗰 𝗺𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝘀, 𝗮𝗻𝗱 𝘁𝗿𝗮𝗳𝗳𝗶𝗰 𝗱𝗮𝘁𝗮 𝗮𝗻𝗮𝗹𝘆𝘀𝗶𝘀. His practical experience and insight into customer needs make him a valuable asset to our growing SME team.   Leland also has an impressive academic background. He holds a 𝗕𝗮𝗰𝗵𝗲𝗹𝗼𝗿 𝗼𝗳 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗶𝗻 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝗮 𝗖𝗶𝘃𝗶𝗹 𝗳𝗼𝗰𝘂𝘀 and recently completed t𝘁𝘄𝗼 𝗠𝗮𝘀𝘁𝗲𝗿 𝗼𝗳 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗱𝗲𝗴𝗿𝗲𝗲𝘀—one in 𝗔𝗲𝗿𝗼𝘀𝗽𝗮𝗰𝗲 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 and another in 𝗖𝗼𝗺𝗽𝘂𝘁𝗲𝗿 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝗮 𝗳𝗼𝗰𝘂𝘀 𝗶𝗻 𝗠𝗮𝗰𝗵𝗶𝗻𝗲 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴—from the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗼𝗳 𝗠𝗶𝗰𝗵𝗶𝗴𝗮𝗻.   𝗝𝗮𝘆 𝗩𝘂𝗲 also joins MS2 with a strong track record of 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗱𝗮𝘁𝗮 𝗲𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲. Most recently, Jay served as a 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻 𝗦𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘀𝘁 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗙𝗲𝗱𝗲𝗿𝗮𝗹 𝗛𝗶𝗴𝗵𝘄𝗮𝘆 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 (𝗙𝗛𝗪𝗔), where he led the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗣𝗮𝗿𝗸 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 (𝗡𝗣𝗦) 𝗧𝗿𝗮𝗳𝗳𝗶𝗰 𝗗𝗮𝘁𝗮 𝗣𝗿𝗼𝗴𝗿𝗮𝗺. Midwestern Software Solutions, LLC (MS2) will implement a SaaS solution to replace VDOT’s legacy system. The new system will offer enhanced functionality, streamline traffic data processes, and reduce dependency on manual operations. With ‘self-service’ features, the platform will enable VDOT to deliver data and information to both internal teams and external customers. The solution will manage and process traffic data from a network of traffic count stations across Virginia’s extensive highway system. It will also serve as the source system of record for VDOT’s Annual Average Daily Traffic (AADT) publications. Contract Details:    ❖ Five (5) years from Effective Date    ❖ Five (5) additional optional one (1)-year renewal periods. VDOT will utilize MS2’s TDMS, hosted on Amazon Web Services (AWS), for business operations and legal compliance purposes. This aligns with Virginia’s vision to modernize the planning, operations, and maintenance of its transportation network and support data-driven decision-making.
