(MSI) was founded in 1999 as an outgrowth of MIT research in construction simulation and planning, with a mission to develop and deliver services and software solutions for large, complex construction projects. This led to the creation of MOCA Services for construction Owners and A/E firms, and Touchplan® software for Owners, Architects, Engineers, and Contractors. Our work included parametric and detailed cost estimates, schedule support, and participation in charrettes—ensuring accurate planning from design through construction.   • MOCA Services supported the U.S. Army Corps of Engineers – Tulsa District with cost estimating for a $8.9M renovation at Tinker Air Force Base. The Case NDI Shop was upgraded to meet modern aircraft engine inspection and maintenance standards. MOCA provided cost estimates at key project milestones to guide scope, budget, and schedule decisions. Key scope items included: • HVAC, electrical, and lighting upgrades • Renovation of penetrant, rinse, developer, and oven dryer booths • Improvements to waste systems, fire alarms, and loading dock equipment The result: a more efficient facility that supports mission-critical operations.   • 🚧 Minnesota State Office Building Project Moving Forward 🚧 At a recent state hearing, officials confirmed the renovation and expansion remain on schedule for completion by July 29, 2027. MOCA Systems, Inc., the project manager, reported steady progress. Interior demolition is complete, reconstruction is underway, and masonry and window installations are scheduled this spring. More than 90% of materials have been secured, locking in pricing and reducing cost risks. Of the $513.53 million budget, $483.76 million has been allocated. “We’re locked into a lot of pricing, which is really good news,” said Joe Stahlmann Vice president at MSI.
