Powering America's Maritime Strength for 250 Years At the Senate Armed Services Committee hearing to discuss “The State of Nuclear Shipbuilding” on Tuesday, Matthew Sermon, Direct Reporting Program Manager for the Maritime Industrial Base (MIB) Program, testified how the Navy is connecting America's naval heritage to its industrial future. As the Navy celebrates its historic 250th anniversary, Sermon articulated how the "unmatched legacy of guaranteed freedom of the seas" depends not only on our Sailors but critically on the "American industrial base, its workforce, and their ability to leverage modern manufacturing methods to build and maintain the Navy the Nation needs.” He highlighted the MIB Program’s three main priorities: 1. Systematically expanding supply chain capacity to ensure timely delivery of critical components 2. Addressing workforce challenges through partnerships to attract, train, and retain skilled workers 3. Urgently adopting advanced manufacturing technologies throughout the ship lifecycle The US Navy has launched nearly 1,200 projects to support supplier development, workforce initiatives, and advanced manufacturing projects across 40 states. Since 2018, the Navy has expanded parts delivery for submarines by more than 250%, but Sermon acknowledged that “production must double again” to meet national needs. In 2024 alone, the program supported industry efforts to recruit, train, hire, and retain over 12,600 new employees. Mr. Sermon emphasized that the #MIBProgram will continue to play a critical role in reinvigorating America's shipbuilding capacity. Building America's Maritime Workforce: ATDM Program in the Spotlight National Defense Magazine featured the Accelerated Training in Defense Manufacturing (ATDM) program. The article highlights how ATDM is addressing one of our industry's greatest challenges—training and retaining skilled workers for shipbuilding. Through an innovative 16-week program, ATDM is creating a pipeline of qualified workers while significantly reducing "time to talent" for our industry partners. Key achievements highlighted in the article: -- As of January, 777 graduates to date with a 90% placement rate in 2024 -- Students recruited from and placed across 45 states plus Guam, Puerto Rico, and Australia -- Five specialized training tracks including welding, CNC machining, and additive manufacturing -- Strong industry partnerships with over 200 companies including major shipbuilders As Whitney Jones, our Deputy Program Manager, notes in the article: "ATDM provides an opportunity for companies, shipbuilders, organizations to hire when they have the need, rather than on an annual cadence." Strengthening America’s Navy How We're Building the Future of Naval Manufacturing The U.S. Navy Maritime Industrial Base (MIB) Program is tackling America's shipbuilding challenges through three strategic lines of effort: -- Supplier Development: We're strengthening America's maritime supplier ecosystem through targeted investments and proactive solutions. Since 2023, our data informed efforts have funded over 751 supply chain initiatives largely focused on capability, capacity, and infrastructure. These investments stretch across 33 states, creating a more resilient and ready supply chain. -- Workforce Development: We're supporting tomorrow's maritime workforce through comprehensive strategies to attract, train, and retain skilled workers. Our six regional Talent Pipeline Programs have already trained and placed more than 6,400 new hires into the defense industrial base, the Accelerated Training in Defense Manufacturing (ATDM) Program, which serves as a National Training Center, has trained over 850 next generation workforce members and has been scaled to train 1,000 skilled workers annually, and our partners at the Southeastern New England Defense Industry Alliance (SENEDIA) have placed more than 6,000 since the program was established. -- Advanced Manufacturing: We're revolutionizing maritime manufacturing through investments in additive manufacturing, automation, robotics, and Industry 4.0 technologies. By leveraging additive manufacturing to respond to emergent requirements, we reduced maintenance delays by over 900 days in the Fiscal Year 2024.
