Strengthening the Foundation: America's Shipbuilding Industry The U.S. Navy Maritime Industrial Base (MIB) Program is expanding America's shipbuilding capabilities through strategic partnerships and investments: -- Expanding Industrial Capacity We are leveraging traditional and non-traditional efforts to strengthen the industrial base. In early 2024, working with industry and private investment, we created the United Submarine Alliance Fund to expand the overall production potential for ships and submarines in Mobile, Alabama. We're also funding dedicated modular manufacturing facilities to support large-scale submarine fabrication along the Gulf Coast. -- Leveraging Cutting-Edge Technology Our Additive Manufacturing Center of Excellence in Virginia is advancing the use of 3D printing technologies across the maritime industrial base. These innovations have already supported 15+ installations of AM-printed parts on ships and submarines, saving 900+ days of delay compared to traditional procurement. Building the Maritime Workforce Pipeline -- Our nationwide "Buildsubmarines.com" campaign has attracted over 2.9 million individuals interested in maritime engineering and skilled trade jobs since September 2023. In July 2024, we launched the Michigan Maritime Manufacturing (M3) Initiative, bringing together government, defense industry, labor, and academic organizations to scale trades training across the Great Lakes. Through these coordinated efforts across industry, academia, and government, we're helping to increase America's naval shipbuilding capacity to meet current and future shipbuilding and sustainment needs. From Vision to Reality Maritime Industrial Base (MIB) Program Celebrates USS Iowa Commissioning This past Saturday, April 5, the US Navy commissioned USS Iowa (SSN 797) in Groton, CT—a milestone that represents the culmination of years of work across America's maritime industrial base. As the 24th Virginia-class submarine to join the fleet, USS Iowa exemplifies what's possible when industry, workforce, and advanced manufacturing capabilities align. This fast-attack submarine was built through the longstanding partnership between General Dynamics Electric Boat and Newport News Shipbuilding, A Division of HII, supported by thousands of suppliers across the country. Powering America's Maritime Strength for 250 Years At the Senate Armed Services Committee hearing to discuss “The State of Nuclear Shipbuilding” on Tuesday, Matthew Sermon, Direct Reporting Program Manager for the Maritime Industrial Base (MIB) Program, testified how the Navy is connecting America's naval heritage to its industrial future. As the Navy celebrates its historic 250th anniversary, Sermon articulated how the "unmatched legacy of guaranteed freedom of the seas" depends not only on our Sailors but critically on the "American industrial base, its workforce, and their ability to leverage modern manufacturing methods to build and maintain the Navy the Nation needs.” He highlighted the MIB Program’s three main priorities: 1. Systematically expanding supply chain capacity to ensure timely delivery of critical components 2. Addressing workforce challenges through partnerships to attract, train, and retain skilled workers 3. Urgently adopting advanced manufacturing technologies throughout the ship lifecycle The US Navy has launched nearly 1,200 projects to support supplier development, workforce initiatives, and advanced manufacturing projects across 40 states. Since 2018, the Navy has expanded parts delivery for submarines by more than 250%, but Sermon acknowledged that “production must double again” to meet national needs. In 2024 alone, the program supported industry efforts to recruit, train, hire, and retain over 12,600 new employees. Mr. Sermon emphasized that the #MIBProgram will continue to play a critical role in reinvigorating America's shipbuilding capacity.
