On April 16, ILTA Senior Director of Government Affairs and Communications Jay Cruz testified before the Louisiana Public Service Commission (LPSC), opposing a proposal to expand the commission’s jurisdiction over bulk liquid terminals in the state. "We believe that the ALJ's ruling will allow the LPSC to now regulate all terminal facilities for hire in Louisiana, a level of oversight LPSC has not historically had. Likewise, the LPSC siding with Cantium would open all common carriers to having their terminal fees challenged by shippers and any interested third parties. Both outcomes will have a profound impact on the movement of bulk liquid products within Louisiana."
