With a strategic plan to increase its learner completion rate, Western Iowa Tech Community College helped more than 1,750 learners — people who might have dropped out — earn their credentials over a decade, writes Terry Murrell, President of Western Iowa Tech, in a uplifting new essay, "The Courage to Change Lives."
