Our mission is to sustainably manage the water resources of California.
About us
In 1956, the Legislature passed a bill creating DWR to plan, design, construct, and oversee the building of the nation's largest state-built water development and conveyance system. Today, DWR protects, conserves, develops, and manages much of California's water supply including the State Water Project which provides water for 27 million Californians and 750,000 acres of farmland Working with other agencies and the public, DWR develops strategic goals, and near-term and long-term actions to conserve, manage, develop, and sustain California's watersheds, water resources, and management systems. DWR also works to prevent and respond to floods, droughts, and catastrophic events that would threaten public safety, water resources and management systems, the environment, and property. Balancing the State's water needs with environmental protection remains a long-term challenge.

Even though we’re finally feeling that warm California weather we’re known for, it doesn't mean we’re done thinking about atmospheric rivers. Most of California’s rain and snowpack arrives via atmospheric rivers – massive streams of moisture that can provide massive benefits for water supply but can also pose risks of flooding. Understanding these storms is critical for water management and for emergency management. Research on where these storms will make landfall, and their strength can save lives. See how DWR’s partnership with Scripps’s Center for Western Water and Weather Extremes and the United States Air Force’s 53rd Weather Reconnaissance Squadron is improving California’s water management and flood preparedness. The DWR's Lower Elkhorn Basin Levee Setback (LEBLS) Project is a win for both flood protection and nature! 🌊 While the primary goal of LEBLS is to reduce flood risk, the recently expanded bypass floodplain is producing zooplankton, an energy-rich invertebrate that’s a key part of the juvenile salmon diet. By expanding access to flooded rice fields rich in nutrients, zooplankton are thriving and multiplying, serving as a valuable food source for California’s salmon population.
