(edited)I have found more impactful immersive and interactive training; e-learning is ok for basic compliance subjects, but when an organisation needs to deliver training that’s directly linked to developing its culture, I think you can’t undermine it with an e-learning module that everyone will just click “next, next, finish, forget”. Face-2-face or workshop style training is more impactful; I have found experts from inside the organisation ( e.g. qualified coaches, or subject experts) and use them to develop own training material, that is directly applicable on you people’s everyday work life, and affects their decisions.

For creating Training program I will just dig out some assessment the need of pinpoint critical skills and knowledge gaps will ensure the training focuses on importance areas. While keep in the mind cost effective solutions I will suggest employee for self learning program. I would also be a mentor for their learning steps like doing some internal training. I would suggest some Open source tools as well for training programs.

I've found leveraging free resources like Coursera helpful for training. I disagree that in-person training is always better; virtual sessions can be effective and peer sharing fosters collaboration.
