I do not mean to be disrespectful to some of the responses here, the textbook answers. In line with my earlier comment, CV, SV, SPI, CPI, and others are good indicators at a work level. However, once you move up the WBS hierarchy to a control account and the entire project, you cannot use those formulas at the highest level. Therefore, a competent project manager will analyze all of these metrics and other indicators from change management, risk management, issues, etc. before they can come up with an effective answer.
