How can HE policies be adapted to meet the needs of diverse regions and countries?

While creating a suitable Higher Education Policy to cater to the needs of diverse regions and countries, it should be kept in mind that one policy can not cater to the needs of all regions and countries. The needs are different and the cultural and other related aspects are also different. A basic core framework can be created. But after that, there should be a 'cafeteria approach' which should provide for more freedom and customization along with the provision of several cross-listed and multidisciplinary elective/optional courses, which will cater to the needs of different regions/constituencies as per their respective requirements. A proper 'bottom-up' and 'participative' approach will be advisable and not a 'top-down approach'.

Having a representative group of various stakeholders review and contribute to the policy will help ensure that policies are relevant and considerate of various cultural perspectives and concerns. Failing to include a representative sample in the planning or review process is likely to create gaps that will only be discovered once the policy is put into effect.

Cultural diversity needs to expand beyond the “now” needs. We also have to consider the experiences of students - especially international students - and their journeys to the now. What type of grading system did they use, assessment methods, standards, structures, etc. When we start to see how different these experiences can be, we can build support and resources. Culture is vast.

Whether institutions are public or private, they should not be overly burdened with government bureaucracy and over-regulation. Over-regulation will surely frustrate innovation, and may discourage institutions from focusing on what is most important -- achieving learning outcomes for students.

Institutional autonomy is a key element contributing to motivation. It represents a space for creativity and experimentation, where reduced normativity allows for experimentation, creation, and daring, thereby generating innovative practices. This institutional autonomy should be rooted at a local level, that is, within an institution (such as a faculty), and supported by a broader entity, for example, the university. However, it must primarily be part of a political and social project. It is through the interplay among these three levels that we can hope for the existence and sustainability of institutional autonomy.

In my decades of experience working as legal counsel to higher education institutions and more recently to investor groups buying and selling them, standards are bankable. Institutions, whether public or private, should care about the currency and pedigree of their programs. Meaningful program development requires able subject matter experts. Investors/prospective purchasers in the HE sector will notice. Students will notice. Regulators policing the delivery of the HE programs will notice. And employers will notice. Institutions that uphold high standards, even at the expense of putting softer enrolment through their turnstiles, will also turn students into proud alumni, for decades to come.

In my experience, HE policies are sometimes not data driven. Quality assurance will enhance evidence-based decision making. Data sharing is essential for informed policy formulation and implementation . Data will enhance adaptive standards, encourage improved and innovative teaching methods and program structure.

As educational approaches become more open-ended and skills are acquired vocationally, there's a growing risk of unquestioningly adhering to established systems. Examining the past requires recontextualization, shaping it to align with practical, hands-on methodologies rather than the other way around.

Many consider the publishing or acceptance of a policy as the final step-- in fact it is only the start. Monitoring and consideration of a policy's ongoing relevance (through review and feedback with relevant stakeholders) ensures that policies continue to grow, improve and maintain their relevance.

Any policies that are out dated won’t provide the same benefits needed to maintain fairness in HE. However, as long as we are able to evolve through systemic changes to increase knowledge in areas that would otherwise not receive it at all we can achieve the goal of inclusion. If economics continues to be a barrier for HE nothing will improve. How about making HE free for all? Providing the individual skill sets and knowledge. There are so many ways to increase wealth but we continue to gate keep the one thing that everyone is entitled to a HE for all who wants it. Break the system and recreate it so that the boy/girl with the ideal plan to save this planet can know their talents are needed.

Compliance with global practices without disconnecting with the local context and peculiarities. This is essentially important.
