I've encountered this situation multiple times. It is very important to align on the deliverables before starting the development and be transparent about the current progress, hurdles and technical challenges by regular check-ins and status calls. Proper documentation is the key here. If by any chance there is a requirement the project team has missed despite all their analysis, the team should finish it in spite of onflicting timeliness. If timeliness is skewed because of new requirement popping up, insist on moving the new requirement to next phase of deliverables with a change request in place.
