Side by side you have to know your stakeholders are aligned or not. Because in brainstorming session you are going to seat with your stakeholders and tell them to brainstorm on this. User research can conduct anytime and in any phase of SDLC. You and your team will try to find out how users changes their mood, behaviors, needs. Its a continuous process. More you research, more you deliver good product. We usually conduct users research with very small group. It is effective. But you should not stop doing research with different set of research criteria. For example: you have identified your 4 user groups and done research with set of goals. Now your target should be to conduct different types of users group and with different types of research criteria. For example: in your first research you have conducted research with age group. In second research try with years of experience.

I have observed that testing with 5 users each at various levels or maturity in development yields better results that testing with 10 users upfront. NN/g recommends that we need 15 users to uncover all usability problems in a website/product. Splitting this into multiple tests ensures: 1. 85% of problems are found in the first test. 2. This is fixed in the redesign, which could potentially introduce new problems. 3. A 2nd test tests for the effectiveness of the new design. I usually do this at a later stage of the product journey/ website when a new feature is introduced and the test can then cover both. This propagates iterative design, regulates the no. of tests and integrates the progression into the product lifecycle.
