In my experience I have seen that more than the human nature, the resistance is mainly due to the missing clarity in purpose (or the communication to the employees). Lets go back to the basics - at a very high level the benefits from any investment should outweigh the cost. Organizations need to put forward the business value from the use cases (in terms of costs, efforts or time) they expect to derive from the huge amount of data that would be collected and also communicate it across. This would get the support of stakeholders and help them prioritize the use cases and hence the related data.

I do not think data driven is the correct work, it should be insights driven. Data itself cannot tell us much, it is what we do with it. It seems obvious but believe me it is not for a lot of people.
