What are effective strategies for promoting equity in housing policies?

When looking at creating equitable access, people who are most impacted should always be centered. That means before you even gather other stakeholders, that you already identified impacted individuals to be at the table and that they are given the leadership opportunities to impact changes that they want to see. Also, pay people to help you put your housing policies together. Their lived experiences should be as valuable if not more than the professionals that your bring on.

After divorce, 44% of all women in the US fall into poverty. Escalating housing costs make it increasingly difficult to afford homes. To address this pressing issue, I propose the establishment of community partnerships, which can play a crucial role in tackling the challenge of affordable housing. Divorced working women, grappling with reduced income due to divorce, often face hurdles in securing affordable housing in today's economy. Local community can provide avenues to financial opportunities by pooling resources, providing financial education and offering expertise at no cost.

Stakeholders are important to get dialogue started, but one part that is often overlooked are realist financial models. There is often a big miss in the lower to middle class.

Remove barriers to entry. It's commonly accepted that BIPOC households have lower incomes and lower savings, but property managers rarely consider the artificial and unsubstantiated underwriting standards they place on prospective applicants. We've proven thousands of times over that credit scores don't correlate directly with payment of rent, likely because rental payments are rarely included in FICO to begin with. Yet, they're still the de facto source for credit underwriting for most property managers. Large upfront deposits are another huge barrier to entry. If we know that 40% of Americans don't have $400 for an emergency expense, how many do you think have an extra month of rent for a deposit?

In my experience, although racial equity and even disabilities are imperative to address, many programs only cater to these groups and this discriminates against the majority of people in need. To be truly in inclusive the only criteria should be a need.

Start with customer discovery, and understand who you're trying to serve. Promoting equity in housing policy has less to do with applying generalized frameworks than it does just putting yourself in the shoes of your customer. Eg. No one, and certainly not your tenant living paycheck to paycheck, is likely to cite the day of the week of the upcoming 1st of the month. But almost everyone knows what day of the week today is. Billing on an all-inclusive weekly basis makes it easier for any customer to budget, particularly if utilities are included in their rent.

Developing public housing in a way that integrates with the community is important. The old public housing system of building a low income building does not help. People learn from the people around them. It takes a village approach is needed.

We have more housing square footage per person today than at any point in US history. It's not even close. Wasting so much space takes an enormous toll from both a social and environmental perspective, and ultimately leaves millions of people homeless while exponentially more bedrooms or suitable spaces sit empty every night. The primary barrier to better utilizing the space we have is local zoning, which often restricts the rental of individual rooms, or precludes a small number of unrelated persons from sharing a home... while simultaneously making an allowance for domestic servants. This is absurdly anachronistic in 2023.

It's important to understand how different coalitions sit on different sides of the housing debate, even when all theoretically should be aligned in the mission to create more supply and affordability. While some groups remain in favor of overall supply creation by any housing provider, other groups believe that only government or nonprofit groups should be engaged in housing production or management. Evaluation of outcomes in housing should come down to some very simple questions, and the results should ultimately determine whether your strategy was effective, or not: Are your customers spending less on housing than they did before? Are they more economically mobile than they were before your solution was implemented? Would they recommend your housing solution to others? What is the scalability of the solution you've proposed or implemented. Has your housing solution improved the overall financial condition or quality of life for your customer?

To evaluate outcomes, an in-depth housing status analysis is needed prior to the projects. For example: Per capita housing area study - Conduct a thorough analysis of housing area per capita, broken down by demographics at various levels (city, district, community). This focused approach helps identify specific areas of disparity and guides targeted policy interventions. There are many stories that never make the cut line for any social assistance. Take “Sally” a single, divorced mother of two boys. She owns a house that it worth $800,000 and her mortgage is only $400,000. So what’s the problem? Well, her mortgage renewed and now her payments are 80% of her income! She could not refinance because on her income of $45,000 she does not qualify…. She will be forced to sell and rent at $3000 per month. Solution: create a basement apartment in her home so she can supplement her income and create another place for someone to live. To get a loan for that is out of the question, however if there was a government incentive such as an interest free loan this would help… BUT the rent cannot be a reduced amount.
