For example, you want to build a load testing framework from scratch at your organisation. 1. You google which tools are available - jmeter,locust,gatling,k6,etc. 2. Eliminate some based on your preferences - open source, language constraints, smaller feature set - again from articles across web. 3. Then do a POC of the remaining 2 or 3.
