This version of scikit isn't compatible with Python 3.5, 3.6, or 3.7. If you are using Python 3.8, the user may need to downgrade to a previous version of Python or use a newer version of scikit that is compatible with Python 3.8 This problem can be solved with docker containers. An isolated environment can be made so that you can test the performance for each version of scikit that the user may find appropriate.
