Data Governance driven rules around data quality needs to be implemented & validated as part of any onboarding/integration effort. Executing a legacy framework via DQ tools are never a guarantee that problems that require new rules or updates to existing rules don’t exist with the new incoming data. DG having needs to play a more active role from inception in addition to establishing rules based on legacy data

One of the best practices is to keep responsibility at the source of the data, and implement data quality checks as in-process and upstream as possible. The data owner (the person responsible for the first recording of the data), possibly assisted by a Data Steward, should closely curate and monitor produced/published data, and implement necessary controls and processes to receive and actively act on feedback
