first need to understand which area communication is fail or not in order, start with beginning of the instance and divided into multiple instance, pick those instances where risk can mitigate and look those area where vender's performance is not optimal and start working with proper set of interval to enhance the vender's performance

In the past, I’ve had similar situations where a vendor has jeopardize, smooth function, and performance many times I have found that it starts at the top and there’s a lapse in communication somewhere along the line if clear performance expectations are set but are not getting communicated in an efficient manner. A reapproach may be necessary with who you’re communicating with and what extent. If a problem continues despite best efforts a change in vendors or a reassignment in who fulfilling your orders can help.
