What are the best tools and methods for ranking user needs?

The core needs arrive first if your questions are good. How does this software need to function? What are the inputs and outputs? Between the inputs and outputs are the magic. The optional stuff is in the magic. Classify all of the really easy to do but high impact stuff as a need. The difficult and of minimum value nice-to-have work - that's scope creep, even if scope hasn't been identified yet. Unlimited budget? Phase 2. The best requirements mavens can technically assess the sort in conversation.

First, who is you user? How many user categories you have? Second, you need to understand business goals for every user category. Third, learn user processes including its participants, normal/abnormal process flow variations, time and resource constraints. Fourth, do you think that user problem can be really solved using some kind of software? Or user have to fix processes first before starting to automate it. And only then start to translate user needs into requirements: - does user really need this feature? - for what price? - can you define its priority? - do you see any conflicts of interest? And you should know in advance: you will make mistakes. But this is not a problem if you keep user engaged, receive regular feedback and fix it.

If it's easy and simple with high impact, advocate for its inclusion. If it's vital to operations, doesn't matter how difficult it is. If everything's relatively simple, you can add a whole lot more of the nice-but-not-necessary items without great price impact. THEN rank user needs. Iterate a few times through the usage stories and informal use cases to ensure requirements are sound in context.
