I start projects with a charter. The ten sections include 1. Executive Summary 2. Scope and Exclusions 3. Risk Analysis 4. Milestones - leading indicators of success 5. Changes Management 6. Measurement of Goals 7. Manager in Charge 8. Work Site and Conditions 9. Team communications and meetings 10. Review It's much easier to get the charter completed before the project begins. Working out differences is difficult after labor and cash are already invested. Pay special attention to number 5. If the project is succeeding, someone is sure to think of ways to add on unplanned goals. While changes will be necessary, the way those changes are discussed and decided will improve goal attainment.
