How can driverless car policy and governance promote innovation and competitiveness in the automotive sector?

I worked on two DARPA Autonomous Vehicles programs, the Grand Challenge and the Urban Challenge. Anyone in the robotics industry remembers the significance of those, there were a lot of lessons learned across all teams during those competitions, I still recall the ones our team learned in the Grand Challenge w/Dexter (our autonomous car). The way I see this challenge can be overcome is through limiting the time, location and use of the autonomous/driverless car to show successes that can be used to garner more support. Lets face it, the roads we drive on are very dynamic, every day we encounter a new situation that we have to adapt to. Ex: only at night on weekdays in NVa and only on the toll road to Dulles Airport.

To drive the progress of technology in the automotive industry, it is vital to establish intelligent regulations for self driving cars. These regulations must strike a balance between promoting innovation and addressing potential uncertainties. imagine a set of rules that not only permits cutting-edge car technology but also guarantees safety and fairness. Clearly defined guidelines provide a sense of security for both car manufacturers and investors, paving the way for continuous advancements in technology. This is extremely complicated in the U.S. as there are different regulations by federal, state, city, county and locale. It would be great to have a more consistent approach to the regulatory environment. Testing an autonomous vehicle (AV) across multiple locations (think of a multi-state AV test drive) requires quite a bit of planning as well as knowledge of who to notify and what to document and you change from place to place. Making this easier for the driverless cars with drive more testing, making the technology safer for everyone.
