In section 16.5.3 the 16th example is incorrect:

format-time($t, "[h]:[m01]:[s01] o'clock [PN] [ZN,*-3]", "en")

There should be two additional arguments:

format-time($t, "[h]:[m01]:[s01] o'clock [PN] [ZN,*-3]", "en", (), ())

Although this has not yet been reviewed by the Working Group, I have taken the liberty of drafting Erratum E22 to fix it.
