Section 2.1, bullet 3 only specifies the value for two parameters of
upd:applyUpdates: " (a) the pending update list, and (b) the value of the
revalidation mode ". 

Shouldn't the $inherit-namespaces parameter be included here as well?

This is true - in fact, it is called with three parameters at one point in the
text:

: The following update operation is invoked: upd:applyUpdates($pul, 
: $revalidation-mode, $inherit-namespaces)
