Research Funding

The Office of Strategic Development Initiatives (SDI) is responsible for initiating, developing, overseeing, and managing large-scale government-funded research projects from the Canada Foundation for Innovation, Ontario Research Fund, and other federal and provincial government investment programs. SDI is also the primary resource for information on grants to support the specialized facilities and equipment that are essential to many research activities.

The SDI office is the centre of a large network of researchers, support staff, and government liaison officers at the University of Ottawa, its affiliated research institutes, and federal and provincial funding agencies.

The SDI staff is dedicated to ensuring that the University of Ottawa continues to improve upon its earlier successes and to firmly establish itself as one of Canada's top five research-intensive universities by 2010.

Federal Government Funding for Programs

Canada Foundation for Innovation www.innovation.ca/en/
The Canada Foundation for Innovation (CFI) is an independent corporation created by the Government of Canada to fund research infrastructure.  The CFI normally funds up to 40 per cent of a project’s infrastructure costs which are invested in partnership with eligible institutions and their funding partners from the public, private, and voluntary sectors who provide the remainder.

• Leaders Opportunity Fund (LOF)

The Leaders Opportunity Fund (LOF) is designed to assist universities in attracting excellent faculty to Canadian universities as well as retaining the best researchers for Canada. A university may put forward a proposal for a current faculty member who holds a full-time academic appointment, or for an identified candidate whom the university is in the process of recruiting to a full-time academic appointment. Universities are expected to submit LOF proposals to attract or retain faculty in priority areas as identified in their Strategic Research Plan.  There are three CFI submission deadlines a year: February 15th, June 15th, and October 15th.

• Leading Edge Fund

The goal of the Leading Edge Fund (LEF) from the CFI is to enhance Canada’s capacity and strengthen highly competitive research and technology development in areas of institutional priority.  Specifically, the LEF funds leading-edge activities that build on past investments that the CFI has made at the applicant institution through the Innovation Fund (IF), the International Joint Venture Fund (IJVF), the Research Development Funds (CRDF or URDF) and are dependent upon the results and outcomes of these infrastructure projects.

Currently, there is no call for proposals.  Results of the February 2008 call are expected in June 2009.

• New Initiatives Fund

The goal of the New Initiatives Fund (NIF) from the CFI is to enhance Canada’s capacity and strengthen highly competitive research and technology development in areas of institutional priority. Specifically, the NIF funds promising innovative directions in research and technology development that do not build on past CFI investments (through the IF, the IJVF, the CRDF, the URDF, the LEF, or the NIF) at the institution and are not dependent on the results and outcomes of past infrastructure projects. Currently, there is no call for proposals. Results of the February 2008 call are expected in June 2009.

• Infrastructure Operating Fund

The Infrastructure Operating Fund (IOF) is designed to contribute to the operating and maintenance (O&M;) costs of CFI-funded infrastructure projects awarded after July 1, 2001. The purpose of the IOF allocation is to cover incremental operating and maintenance costs related to CFI funded infrastructure in order to maintain the infrastructure “research ready”. As such, direct research expenses are not eligible.

Networks of Centres of Excellence Programs (Federal Tri-Council Programs)
Launched in 1989 to manage the original Network of Centres of Excellence (NCE) Program, today the NCE Secretariat runs four national initiatives:

• Networks of Centres of Excellence (NCE)
• Centres of Excellence for Commercialization and Research (CECRs)
• Business-Led Networks of Centres of Excellence (BL-NCEs)
• Industrial Research and Development Internship program (IRDI)

The four NCE programs bring together partners from the academic, industry, public and non-profit sectors to conduct leading edge research and knowledge transfer activities in areas of strategic growth and opportunity for Canada.

The goal of the Canada Research Chairs Program is to attract and retain the best and brightest researchers in Canada. Two types of Chairs exist: Tier 1 (internationally renowned research leaders) and Tier 2 (exceptional emerging researchers).  The Office of Research Chairs, Centres and Awards of the University of Ottawa in collaboration with faculty Vice-Deans, Research and Research Facilitators are responsible for Chair nominations.

Ontario Provincial Funding Programs

The Research Branch of the Ministry of Research and Innovation (MRI) manages MRI programs that fund leading-edge research, provide matching funding for federally funded research infrastructure awards, celebrate Ontario’s top researchers and innovators and support early career researchers.

Ontario Research Fund – Research Infrastructure

A University of Ottawa researcher who applies for CFI funding (LOF; LEF; NIF) must apply to the MRI for matching funding via the Ontario Research Fund – Research Infrastructure (ORF-RI) program: Overview: www.mri.gov.on.ca/english/programs/orf/ri/program.asp

• Small Infrastructure Fund (SIF) - A researcher who applied to CFI’s LOF will apply to the SIF for provincial matching funding.
• Large Infrastructure Fund (LIF) - A researcher who applied to CFI’s NIF or LEF will apply to the LIF for provincial matching funding.

The Ontario Research Fund Research Excellence (ORF-RE) program supports transformative, internationally significant research of strategic value to the province. The program contributes a maximum of 1/3 of the operating costs, with 1/3 of the remainder coming from the private sector and 1/3 from the institution.

*Applicants must submit a Notice of Intent (NoI) no later than 60 days after the Call for Proposals. Please check MRI website for deadlines.
