USAID FY 2005 Congressional Competitive Sourcing Report

Dear Mr. President:
On behalf of the Administrator of the Agency for International Development (USAID), I am pleased to submit the following information on its competitive sourcing activities during Fiscal Year 2004, as required by Section 647 of the 2004 Consolidated Appropriations Act.
USAID has not yet undertaken a competition to date, and, as of the date of this letter, no competitions have been projected for announcement in the current fiscal year. However, USAID will be conducting feasibility studies during the remainder of FY 2005 to begin evaluating whether to proceed with competitions for commercial activities identified as suitable for competition on its Federal Activities Inventory Reform (FAIR) Act inventory. Based on the results of these studies, USAID may initiate competitions. USAID intends to conduct the bulk of its feasibility reviews during FY 2006-08. If any competitions were announced in FY 2005, they would not likely cover more than 5-10 FTEs.
The Agency coordinates its competitive sourcing and strategic human capital planning to ensure, where possible, they support achievement of our goals, and our Human Capital Strategic Plan for 2003-2008 includes workforce and succession planning requirements.
