🚑 Ukraine received USD 50 million from The World Bank under the THRIVE healthcare project. The goal of the THRIVE project is to support the Government of Ukraine in improving the Program of Medical Guarantees and building a resilient healthcare system. Ukraine has performed the necessary conditions to receive this tranche, including raising the capitation rate for primary healthcare services per patient. Budgetary needs and reform progress – Ministry of Finance leadership and UK delegation discussed current areas of cooperation A meeting took place in Kyiv between: 🇺🇦 First Deputy Minister of Finance Denys Uliutin, Deputy Minister Olga Zykova and Government Commissioner for Public Debt Management Yuriy Butsa; 🇬🇧 Second Permanent Undersecretary of the Foreign Commonwealth and Development Office Nick Dyer, as well as representatives of the British Embassy in Ukraine. 💬 “The United Kingdom’s support has remained unwavering since the beginning of the full-scale invasion. During this time, we have mobilized USD 3 billion in budget support to the general fund of the State Budget and nearly USD 1 billion from revenues on frozen russian assets to a special fund for military expenditures. The UK continues to be a strategically important partner for Ukraine. I am grateful for our effective cooperation,” stated Denys Uliutin. In 2025, USD 1 billion in financial assistance from the United Kingdom is envisaged under the Development Policy Loan (DPL) program. Ukraine is also expected to receive the next tranche under the ERA (Extraordinary Revenue Acceleration) initiative in the near future. 🤝 The United Kingdom also provides substantial support to the Government of Ukraine in the implementation of reforms. During the meeting, the UK delegation noted that it is considering further steps to strengthen technical assistance.

🇪🇺 Ukraine has received EUR 1 billion from the EU – the third tranche of Macro-Financial Assistance funded by frozen russian assets. In total, under the G7 Extraordinary Revenue Acceleration for Ukraine initiative, the Ministry of Finance has already attracted EUR 5 billion from the European Union. 💬 “In 2025 alone, the EU has directed EUR 8.5 billion to Ukraine’s State Budget — the largest contribution among all donors. These funds were provided under the ERA mechanism and the Ukraine Facility. I am grateful to our partners for their consistent and predictable support, which strengthens Ukraine’s financial resilience. 🇺🇦 🤝🇩🇰 Ukraine and Denmark discussed Ukraine’s budgetary needs and cooperation on the path to EU integration Ukraine's Minister of Finance Sergii Marchenko and Denmark's Minister of Finance Nicolai Wammen met yesterday, April 3, in Kyiv. The ministers discussed the current economic situation in Ukraine, the need for budgetary assistance for 2025-2026, and Ukraine's progress towards EU membership. 💬"The EU remains the largest donor of budgetary support to Ukraine. Since the beginning of russia's full-scale invasion, we have attracted about EUR 49.5 billion from our European partners. I am grateful to the Government of Denmark for its constant support and advocacy for Ukraine's interests in EU institutions, particularly for supporting the establishment of the Ukraine Facility financial instrument and the use of income from frozen russian assets for the benefit of Ukraine. Denmark also consistently provides critically important military and humanitarian assistance to Ukraine," emphasized Ukraine's Minister of Finance Sergii Marchenko and expressed hope for strengthening cooperation, including during Denmark's EU Council Presidency in the second half of 2025. Ukraine to strengthen its cooperation with the European Bank for Reconstruction and Development (EBRD) The Minister of Finance of Ukraine Sergii Marchenko and the Government Commissioner for Public Debt Management Yuriy Butsa met with the Vice President of the EBRD Matteo Patrone. 🛄The parties discussed the current portfolio of EBRD projects in Ukraine's public and private sectors, as well as the results of cooperation over the past year and funding priorities for 2025. Over the past three years, the Bank has directed more than EUR 6 billion to Ukraine. In particular, EUR 1.2 billion to support the liquidity and resilience of key entities in critical infrastructure. 💬"To date, the EBRD plays a significant role in the reconstruction and recovery of Ukraine. 🌐 The International Monetary Fund is expanding its technical support for Ukraine in key economic and financial reforms. Today, the Steering Committee of the Ukraine Capacity Development Fund (UCDF), administered by the IMF, held a meeting. 📍 UCDF provides resources for technical assistance in Ukraine’s economic reform program, aligning with the measures of the IMF’s Extended Fund Facility (EFF) program. Ukraine’s Minister of Finance Sergii Marchenko delivered opening remarks at the meeting. Also in attendance were First Deputy Minister of Finance Denys Uliutin and Deputy Ministers Yuriy Draghanchuk and Svitlana Vorobei. The Fund was represented by Deputy Director of the IMF’s European Department Uma Ramakrishnan, IMF Mission Chief for Ukraine Gavin Gray, other IMF staff, as well as representatives of UCDF donor countries. 💬 “Since the establishment of the UCDF, the Ministry of Finance has received technical support in key areas for the budget system, including the development and implementation of the National Revenue Strategy, tax administration reform, public finance management, medium-term budget planning, as well as fiscal risk assessment and management. 🌐 The leadership of the Ministry of Finance and representatives of the International Monetary Fund discussed the results of the seventh review of the Extended Fund Facility program and preparations for the next stage. The meeting took place in Kyiv between the Minister of Finance of Ukraine Sergii Marchenko and the IMF Deputy Director of the European Department Uma Ramakrishnan. 💬 "The IMF is a reliable partner of Ukraine, with whom we are confidently advancing in implementing reforms and maintaining financial stability. I appreciate our cooperation and the Fund’s understanding of Ukraine’s needs. Since February 2022, the IMF has been the third-largest provider of financial assistance, totaling USD 12.8 billion," said Sergii Marchenko. The parties discussed the sources of financing for Ukraine's state budget in 2025 and 2026. Existing commitments from partners were highlighted, including from the G7 countries through the ERA mechanism, the EU, the IMF, the United Kingdom, and the World Bank. The Minister of Finance emphasized that while external financing continues to play a significant role, it is critically important for Ukraine to keep creating conditions for increasing domestic State Budget revenues. IMF representatives once again acknowledged the Ukrainian Government's commitment to the reform agenda. Sergii Marchenko stressed that the continued implementation of the IMF program is of utmost importance, and Ukraine is responsibly performing the jointly agreed cooperation conditions. ✅ 13th meeting of the Steering Committee of the Ukraine Donor Platform. For the second time since its establishment, representatives of the Government of Ukraine, G7 countries, and the European Union gathered in Kyiv. The agenda focused on securing Ukraine’s budget needs for 2025 and 2026, reconstruction efforts, and structural reforms. Sergii Marchenko thanked his colleagues for the productive cooperation within the Platform. Currently, it includes 23 participants, as well as seven international financial institutions. 💬 "The Ministry of Finance is working diligently to mobilize domestic resources to ensure financial stability to finance the urgent needs of the security and defense sector. In 2024, tax and customs revenues increased by USD 9.4 billion compared to the previous year. The domestic borrowing market has become the second-largest source of budget financing since the full-scale invasion of Ukraine by russia. Despite these efforts, international financial support remains critical for Ukraine, ensuring priority social expenditures. This year, the need stands at USD 39.3 billion, and I am grateful to our partners for their commitment to supporting us in financing critical needs." 🤝 Platform participants reaffirmed their unwavering support for Ukraine until it achieves a just and lasting peace and throughout its recovery and reconstruction.
