How can Europe's policies unlock the full potential of Africa's digital workforce? With Africa's youth population booming and digital talent on the rise, ICT outsourcing presents a powerful opportunity for job creation. But while much attention has been given to local enablers, the demand-side barriers, especially in the EU, have been largely overlooked. We took a closer look at these demand-side challenges, focusing on Germany, to uncover what's standing in the way of African ICT providers and how we can change that. We found that African ICT service providers face significant hurdles in trying to access EU markets, including: - Lack of dedicated ICT trade frameworks - Complex regulations around GDPR and Intellectual Property - High costs of international certification - Limited visibility and trust among EU buyers However, there are promising opportunities to turn the tide through trade and data adequacy agreements, regulatory sandboxes, branding initiatives, and support for certification and compliance.
