We are celebrating the 2 years of the IndoPacific.App by VLiGTA®, India's first unique technology law and AI governance archive, which hosts around 230+ unique contributions in law & tech, public policy, geopolitics, and law 101, mostly from Indian minds, and contributors. We were doing some data crunching using AI tools, and then we performed some manual checks. Turns out - on the https://indopacific.app site, we have registered contributions of around 239 authors/ contributors, most of which are Indians. This is an insane number covering the years 2020 to 2025 upto April 12. Editorial contributions count upto 28. Now, to be fair, we have not counted how many times these authors and editors have contributed, or else the number would go beyond 300, quite easily, which is something our founder Abhivardhan, and our team never anticipated. We are happy that we have hosted and will host unique works - mostly on technology law, and AI governance by various young people on this archive. And the best part: 99% of it is actually free. This milestone release continues our commitment to developing a comprehensive, India-specific approach to AI governance that balances innovation with responsible development and deployment. About AIACT.IN First introduced on November 7, 2023, AIACT.IN represents the culmination of extensive research and consultation led by our founder, Abhivardhan. This initiative was inspired by valuable encouragement from industry experts, who recognized the need for India-specific AI legislation. Key Enhancements in Version 5.0 Our legal research team has implemented several significant updates in this latest iteration: ⚖️ Enhanced Content Provenance Framework (Section 23) We've completely revamped regulations for AI-generated content, introducing mandatory watermarking with machine-readable metadata that documents data sourcing, geographic origins, and licensing information. This comprehensive "deepfake amendment" also requires ethical data collection practices and substantial liability insurance coverage (₹50 crores) for high-impact systems. 🔍 Refined Risk Classification (Section 7) Our proprietary risk assessment methodology now categorizes AI systems into four distinct tiers (Narrow, Medium, High, and Unintended Risk) based on concrete cybersecurity and data protection parameters, focusing on tangible outcomes and impacts. 🛡️ Strategic AI Governance (Sections 9 & 13) We've restructured the National AI Ethics Code to eliminate redundancy while introducing binding principles specifically for high-risk AI deployments in strategic sectors. 🏛️ Government Transparency (Section 20A) In alignment with RTI frameworks, we've streamlined disclosure requirements for AI initiatives within government entities and public-private partnerships. 📚 AI Literacy as a Right (Section 24-A) This groundbreaking new provision establishes universal AI literacy as a fundamental right for Indian citizens. Our Founder, Abhivardhan was invited by the Manipal Academy of Higher Education's Department of Geopolitics & International Relations, MAHE to deliver a special lecture on Artificial Intelligence, Cyberspace & Multilateralism. Abhivardhan had delved into the self-centered nature of multilateral institutions, like the International Telecommunication Union, UNESCO, G20 South Africa, the G7, and even the World Intellectual Property Organization – WIPO, and had elaborated on how at times, the way AI systems, and algorithmic operations are imposed, affects international cooperation sometimes due to the omnipotent and omnipresent nature of AI. He had also discussed his original work - International Algorithmic Law, published in 2021 by the Indian Society of Artificial Intelligence and Law.
