The Department of the Environment, Climate and Communications were delighted to host the OECD-PCSD team for these workshops as part of the EU-funded TSI project “Building Policy Coherence for Sustainable Development (PCSD) across national and local government in Ireland”. The workshops brought together diverse stakeholders from government departments, and agencies, and from civil society, academia and business to explore and identify ways to improve PCSD in the Irish context. The outcomes of the workshops will form a part of the first phase of consultation inputs for the Ireland’s new (third) SDG National Implementation Plan (NIP) (2025-2030), which is being developed this year. It will also focus on the content for a PCSD Action Plan. Thanks to the OECD-PCSD teams for facilitating and leading these very interesting and constructive discussions, and to SG Reform for their support and partnership of the project. Building Policy Coherence for Sustainable Development in Ireland From national to local governance, ensuring policy coherence is key to accelerating progress on the #2030Agenda. As part of the EU-funded project 23IE10 – Building Policy Coherence for Sustainable Development (PCSD) across national and local government in Ireland, the PCSD team had the privilege of facilitating a series of workshops in Dublin from 24-26 March 2025, engaging government officials, civil society, academia, and the business community. This initiative is funded by the European Union via the Technical Support Instrument (TSI) and implemented by the OECD in cooperation with the European Commission, in close collaboration with the Department of the Environment, Climate and Communications (DECC). Key objectives of this mission: ✅ Supporting the formulation of Ireland’s Third National Implementation Plan (NIP) for the SDGs. ✅ Strengthening cross-sectoral and multi-level coordination to break policy silos. ✅ Enhancing impact assessment tools to ensure policies are effective, adaptive, and forward-looking. Key takeaways from our discussions: 🔹 Strong leadership and a common strategic vision is needed to integrate PCSD into national and local policies. 🔹 Institutional coherence and coordination is challenging. Innovative governance tools such as the SDG Policy Map can be leveraged to foster horizontal coherence, while capacity building will be critical for enhanced vertical coherence and SDG localisation. 🔹 Effective monitoring and impact assessment, including ex ante, for example as part of the earliest stages of policy development, will be crucial to avoiding policy trade-offs, tracking progress and ensuring accountability. Bringing together diverse perspectives is invaluable for shaping practical recommendations for advancing policy coherence in Ireland.
