How the history of the first International Labour Conference in Geneva can make small talk easier during coffee breaks next week.   The 112th International Labour Conference (ILC) which opened last Monday will gather about 5,000 participants from 187 Member States until 14 June 2024.   The ILC met for the first time in Geneva for its 3rd session from 25 October to 19 November 1921.    It took place in the Kursaal, an entertainment venue along Geneva Lake which housed a casino with gaming tables, a concert hall for modern music with dance floor, and a restaurant.   The Kursaal was demolished in 1969. Today, the Grand Hotel Geneva is located on the former Kursaal site.   In 1921, the total number delegates was of 118 from 39 States. There were 69 representatives of government, 24 of the employers representatives, and 25 of the workers representatives, accompanied by some 230 technical advisers.   After the First World War, this “tripartite” composition of the delegations was revolutionary. It is still today a unique feature which makes the International Labour Organization stand out in the modern multilateral system.   But it’s not the only one.   Another particularity, less known, is that in some ILC groups, delegates call themselves “sisters” and “brothers” instead of  “miss”, “mister” or “excellency”, which are definitely more commonly used in the UN conference rooms.   In 1921, there were 54 Member States, two more than in the League of Nations. The first decision of the first ILC session – which took place in Washington in 1919 - was to accept Germany and Austria as Member States. German became a working language of ILO – and this is still the case today and, again, makes the ILO quite unique within the UN system.   Today, the ILC meets at the ILO headquarters and the Palais des Nations (which houses the United Nations Office at Geneva). The first headquarters of the ILO was the building which today houses the International Committee of the Red Cross - ICRC, which is right in front of the Palais des Nations. In 1926, the ILO moved to its “new” building, located on the shore of Lake Geneva. It stayed there until 1974, when the current building was built. Today, the first building of the ILO is the headquarters of the World Trade Organization.   The ILO survived the Second World War and became the first United Nations specialized agency in 1946. It was awarded the Nobel Peace Prize in 1969, 50 years after its creation.   During the 1921 session in Ville de Genève, the ILC adopted a Draft Convention concerning the application of the weekly rest in industrial undertakings.   Although, ILO did not invent the weekend, it certainly contributed to promote decent work, fair working hours and work rest on a global scale. #ILC2024    © ILC delegates in front of the Kursaal in 1921, UN Archives Geneva
