In a constantly evolving IT landscape. Skill gaps are a given. It is critical for leaders to think ahead watch the skills that are becoming critical. Industry Events (for eg. Gartner conferences) can give a good view of the skills We all have 3 levers and when used well in combination can provide both short term and long term results 1. Training & Upskilling - They help both with addressing gap + retention of top talent 2. Leveraging attrition - Most managers make the mistake of rehiring for exact skills that were lost. Instead look for skill gaps and use them to fill them 3. Contract/Temp staff - When used well with right mix appropriate mix. They not only help quickly fill the critical skill gaps but also provide elasticity

A lot of times skill gaps are a result of bad management decisions. Either you were not able to hire the right people or were not able to retain the right people.. It's very common in a lot of organization. Personally, I would start from a skill based matrix for each of the team members and also talk to each individual to see what are their career aspirations. Only and then only I will decide who can be trained and what actually gaps we will be left with. If the skill gaps are only for short term (special project/needs) then contracting is an option. In terms of outsourcing, it all depends on the specifics, i.e. what is the role of the IT Team in the wider context of the company. Outsourcing, something that is a commodity, might make sense.
