The e-Governance Academy (eGA) is a centre of excellence to increase the prosperity and openness of societies through digital transformation. Driven by our mission, the experts at eGA have, since 2002, partnered with over 300 organisations in 145 countries to build successful digital societies that improve their citizens’ lives, strengthen their economies, and deliver transparent, democratic, and effective public administrations. The core of our team consists of the architects and founders of the Estonian and Ukrainian e-states. To help increase the cybersecurity of states eGA developed the National Cyber Security Index (NCSI.ega.ee) to measure countries level of cybersecurity and preparedness to prevent cyber threats and manage cyber incidents and crises. Since 2015, eGA has organised and hosted its annual event – the e-Governance Conference. 🛡️ Strengthening #cybersecurity across Central Asia 🛡️ With a growing number of organisations worldwide anticipating a rise in both the frequency and cost of cyberattacks in the coming years, the need to update cybersecurity strategies and adopt a more comprehensive, cross-border approach is more urgent than ever. To address this concern, eGA has joined the Team Europe Initiative on Digital Connectivity in Central Asia, aimed at enhancing national cyber resilience and fostering regional and international cooperation across #Kazakhstan, #Uzbekistan, #Kyrgyzstan, #Tajikistan, and #Turkmenistan. The first assignment under this initiative focused on assessing national cybersecurity needs and gaps. Last week, eGA experts conducted field missions in #Astana, Kazakhstan, and #Bishkek, Kyrgyzstan, to evaluate cybersecurity maturity and identify areas for potential collaboration under the Central Asia Digital Connectivity Project, funded by the European Union 🇪🇺 . 💡 The week-long mission featured insightful meetings and interviews with key stakeholders from government institutions, the private sector, and academia. Based on the findings, eGA will compile a consolidated regional cybersecurity capacity needs and gaps report. Empowering the Next Generation of Voters How can we engage young people in #elections and spark their interest in how their city or municipality is governed? It starts with awareness—understanding the real impact of city council decisions on daily life and knowing how to take part in the decision-making process. One of the most powerful tools for this is voting. 🗳️ Priit Vinkel, eGA Senior Expert, had the opportunity to share his expertise at Tallinna Reaalkool Science Day, an event where Estonia’s top scientists and experts inspire students with insights on key topics. With over 15 years of experience—including six years leading the Estonian State Electoral Office — Priit discussed local government and election management in Estonia with ninth-grade students. He also highlighted the importance of 🛡️ online safety while casting an i-vote. ✅ In Estonia, 16-year-olds can vote in local elections, meaning many of these students will be heading to the polls for the first time this autumn! Priit encouraged them to look beyond campaign slogans, dive into party programs, and explore how municipal decisions shape their communities. 💡 This discussion also provided valuable insights into how to better engage young voters and make electoral topics more accessible. Exploring how to create data interoperability between countries in Latin America! 🇺🇾🇨🇱 Last week in Montevideo, eGA experts Heiko Vainsalu and Carlos Vargas Alvarez del Castillo, PhD led a tabletop pilot exercise on data interoperability with public servants from Uruguay and Chile. The workshop focused on brainstorming and modeling ways to connect data exchange platforms—with plenty of paper drawing, mapping and heavy discussions along the way! 📝🗺️ 🔍 One key takeaway? There is a significant amount of work needed at the national level to make cross-border interoperability more feasible. But this was a great first step towards envisioning a smoother and more efficient data exchange to fuel smarter public services, stronger businesses, and better collaboration! The workshop was part of the EU-LAC Digital Alliance project.

⚖️ How to manage digital evidence more effectively? Justice representatives in Belgium gathered in Brussels for two co-creation workshops organised by eGA to discuss the future of digital evidence management. 💡 Co-creation workshops brought together experts from courts, Public Prosecutors Office, Federal and Local Police, National Institute of Criminalistics and Criminology, Digital Transformation Office and Team ICT. Engaging all relevant stakeholders is essential to ensuring that solutions are practical, inclusive, and aligned with actual needs. Meaningful collaboration leads to stronger, more effective outcomes! The project „Digital Evidence for Justice“ is funded by the European Union through the Technical Support Instrument (TSI) and managed by the Task Force for Reforms and Investments (SG REFORM) under the European Commission’s Secretariat General. The initiative`s goals are to develop a robust blueprint for an optimised evidence management system and to craft a design proposal for a digital court clerk system. Last week #CyberBalkans partner Center for International Legal Cooperation organised a timely Cyber Diplomacy workshop at the Ministry of Foreign Affairs of Bosnia and Herzegovina. Key discussions focused on alignment with the EU acquis, tackling disinformation and cyber threats.

Last monday a workshop on Cyber Diplomacy took place in Sarajevo as part of the Cyber Balkans project CILC is implementing with e-Governance Academy & Národní úřad pro kybernetickou a informační bezpečnost (NUKIB). Under the moderation of Emina Merdan from the Ministry of Foreign Affairs of Bosnia and Herzegovina and Hans van den Berg (together with the European External Action Service) the program covered the position of the EEAS and EU member states on cyber diplomacy, an introduction to confidence building measures by the OSCE, progress made by Bosnia Herzegovina in the field, and the developments and norms in cyberspace through the United Nations open-ended working groups. Discussions by experts and participants focussed on the #alignment with the #EU and its #acquis in relation to #cybersecurity and diplomacy. Another point of discussion was the increase of #disinformation campaigns in combination with #cyberattacks in the region. Special thanks to the excellent experts, Yoeri van Haaften, Szilvia Tóth, Sanja C., and Katherine Prizeman, who gave insights and answered the many questions put forward by the participants from institutions of Bosnia Herzegovina on cyber security and diplomacy.
