How to understanding app level on basic plan?

I got the basic plan on twitter, it say we can post 1667 tweets on app level.
But I only could post 100 tweets using my twitter account.
I wanna ask how should we do that could meet the 1667 goal using my twitter account?
Is able to post 1667 tweets by my twitter account?

Now, after I post tweets more than 100, twitter says “Too many requests” and give me 429 code.
I wanna post more tweets, what could I do?
