The Canadian Centre for Cyber Security (Cyber Centre), a part of the Communications Security Establishment Canada (CSE), is once again urging Canadian organizations to remain vigilant and bolster their defences against reconnaissance scanning, a low-level but constant cyber threat. The Cyber Centre is aware that a sophisticated state-sponsored threat actor from the People’s Republic of China has performed broad-based reconnaissance scanning in recent weeks, similar to activity the Cyber Centre flagged on Canadian systems in October 2024. https://lnkd.in/ekGAqwE6 The majority of affected organizations targeted were Government of Canada departments and agencies, including federal political parties, the House of Commons and Senate. The reconnaissance scanning also targeted dozens of Canadian organizations, including all levels of government, democratic institutions, critical infrastructure, media organizations, think tanks and NGOs. Reconnaissance scanning is not an indication of compromise. It is used to gather information, look for possible vulnerabilities, and may be a precursor to further malicious actions. It is the equivalent of someone walking around a building to see if there is an alarm or security camera or trying the windows and doors to see which ones are unlocked. It is about gathering information in case they want to return to carry out a crime and figuring out the best way to do it. Canada First: A Principle That Shouldn’t Stop at the Grocery Store With the U.S. launching a new tariff war, the idea of "Canada First" is gaining momentum—especially in Ontario and Alberta. Leaders like Doug Ford and other premiers have been vocal about protecting Canadian jobs and industries. In fact, the U.S. has now been cut off from all provincial procurement opportunities in both Alberta and Ontario as part of this push. Yet, despite this strong stance, many Canadian organizations continue to look south or overseas when choosing technology solutions—a contradiction that raises important questions about where our priorities truly lie. As passionate Canadians, we need to ask ourselves: are we truly committed to fostering homegrown innovation, or is "Canada First" just a slogan for social media? We proudly support local farmers, agriculture, and small businesses, yet when it comes to technology, our own companies often struggle for recognition. Often, there is a default bias toward larger, internationally recognized names, holding back countless homegrown businesses with the talent, vision, and capability to lead. Canadian technology firms are building world-class solutions in cybersecurity, artificial intelligence, enterprise software and many more industries. However, when seeking funding or procurement opportunities, they often find that serious interest and investment come predominantly from outside our borders, while local institutions remain hesitant. Now is the time for our technology leaders and investors to step up. By prioritizing local tech companies for procurement and investment, we not only fuel economic growth but also foster innovation right at home. Advocating for policies that support tech startups and making informed choices to invest in local companies are actions that can start today. This isn’t just about business; it’s about securing a long-term, competitive future for Canada. Other global powers prioritize their domestic technology sectors—why should Canada lag behind? The complexities of shifting focus toward homegrown tech, such as overcoming a natural apprehension towards smaller or emerging companies and transitioning procurement practices, require concerted effort and time. However, the potential benefits of economic resilience, job creation, and innovation leadership justify these efforts, albeit maybe not always easy. The "Canada First" movement isn’t just about trade disputes—it’s about ensuring we build, support, and scale Canadian innovation. Provinces across the country are echoing this call to action. Are we ready to truly support Canadian innovation, or does "Canada First" stop at what we put in our shopping carts? It’s time to rethink what it means to invest in Canada’s future.
